SINGAPORE, June 2 (Xinhua) — Chinese State Councilor and Defense Minister Wei Fenghe said here on Sunday that Chinas construction on its South China Sea islands and reefs is its legitimate right and is purely defensive in nature.

The current situation in the South China Sea is improving towards greater stability. It is attributed to the common efforts of the countries in the region, Wei said. However, there are always people trying to rake in profits by stirring up troubles in the region.

He said over 100,000 ships sail through the South China Sea each year, and none has been threatened.

However, in recent years, some countries outside the region come to the South China Sea to flex muscles, in the name of freedom of navigation. The large-scale force projection and offensive operations in the region are the most serious destabilizing and uncertain factors in the South China Sea, he said.

If there is chaos in the South China Sea, the regional countries are the ones who will bear the brunt, and China and the Association of Southeast Asian Nations (ASEAN) countries have made progress in negotiating the Code of Conduct in the South China Sea, he added.

Wei noted that Chinas construction on its South China Sea islands and reefs is legitimate and defensive in nature. It is the legitimate right of a sovereign state to carry out construction on its own territory. China built limited defense facilities on the islands and reefs for self-defense, he said.

Where there are threats, there are defenses. In the face of heavily armed warships and military aircraft, how can we stay impervious and not build some defense facilities? he asked.

He also refuted the saying of militarization of Chinas defensive construction on its South China Sea islands and reefs at the QA session. Anyone who has some military sense would know its not militarization, he said.

Wei is here to attend the 18th Shangri-La Dialogue from Friday to Sunday, and he gave a keynote speech on Sunday morning at a plenary session entitled China and International Security Cooperation.

Nation to fight at all costs for unification

If anyone tries to split Taiwan from China, the Chinese military has no choice but to fight at all costs for national unity, State Councilor and Defense Minister General Wei Fenghe said on Sunday in Singapore, while elaborating on Chinas stance on the Taiwan question.

The Taiwan question bears on Chinas sovereignty and territorial integrity. Not a single country in the world would tolerate secession, Wei said in a speech during a Shangri-La Dialogue defense forum hosted by the International Institute for Strategic Studies.

He cited the Civil War in the United States as an example, saying that American friends told him that Abraham Lincoln was the greatest US president because he led the country to victory in the Civil War and prevented the secession of states from the nation.

The US is indivisible – so is China. China must be and will be reunified. There is no excuse not to do so, he said.

If anyone tries to split Taiwan from China, the Chinese military has no choice but to fight at all costs for national unity, Wei emphasized.

Wei warned the Democratic Progressive Party, the ruling party in Taiwan, and the external forces that interfere in the Taiwan question.

No attempts to split China will succeed. Foreign intervention in the Taiwan question is doomed to failure, he said.

Wei warned that any underestimation of the Peoples Liberation Armys resolve and will is extremely dangerous.

We will strive for the prospects of peaceful reunification with the utmost sincerity and greatest efforts, but we make no promise to renounce the use of force. Safeguarding national unity is a sacred duty of the PLA, he said.

Lieutenant General He Lei, former vice-president of the PLA Academy of Military Science, said the Taiwan question is related to Chinas core interests, the political foundation for China-US bilateral relations and a red line for China.

He said that before 2016 the Taiwan question was seldom raised during the dialogue since the event mostly focuses on global security issues. But in recent years, Pentagon chiefs have highlighted US commitment to the island during their plenary speeches and were praised by Taiwan secessionists.

The PLA will not tolerate anyone using any methods to separate any part of Chinese territory, He said. The PLA has the confidence, capability and methods to adamantly safeguard national sovereignty, security and developmental interests.

Chinas new Type 055 destroyer among best in the world experts

Accompanied by marching music and tearing waves, a huge warship with the hull number 101 sailed into view out of heavy fog during the maritime parade on April 23 in Qingdao, East Chinas Shandong Province to celebrate the Chinese Peoples Liberation Army (PLA) Navys 70th anniversary.

Those not lucky enough to experience this at the scene and were eagerly waiting to see it on television were disappointed when state broadcaster China Central Television was unable to provide a live feed of the parade, possibly due to the bad weather and sea conditions. But that did not stop them from enjoying picture reports that arrived a few minutes later, when they saw their long-anticipated expectation become a reality.

Chinese military enthusiasts have been dreaming for decades to see China have a 10,000-ton-class destroyer. Finally, the first domestically developed Type 055 Nanchang made its parade debut as a special birthday present to the PLA Navy, as the warship will reportedly join its North China Sea Fleet.

Between 1840 and 1949, China suffered more than 470 invasions by foreign powers from the sea. With the help of the Type 055 destroyer, a warship described by Chinese military experts as world class, fewer foreign hostile forces will have the ability to repeat such attacks.

Strong firepower

With a displacement of more than 10,000 tons, the Type 055 can carry more weapons and equipment than any other Chinese destroyer.

The warship has eight eight-unit vertical launch systems (VLS) in the front deck and six eight-unit VLS in the middle, a total of 112 VLS units, the most among Chinese destroyers, reported Ordnance Industry Science Technology, a Xian-based periodical on the national defense industry.

By comparison, Chinas Type 052D destroyer has only 64, the US Arleigh Burke-class destroyer has 96, and the US Ticonderoga-class cruiser has 122, according to media reports.

These VLS units use the latest standard design of the PLA Navy, giving them both hot launch and cold launch abilities, the Ordnance Industry Science Technology report said. A hot launch means a missile ignites in its cell, and a cold launch means a missile is ejected from the launch cell before it ignites.

Missiles armed within the VLS units include air defense missiles, anti-ship missiles and anti-submarine missiles, according to the report. Some say that the ship may also have land-attack missiles.

In the air defense department, the ship is expected to be installed with missiles including HHQ-9B long-range air defense missiles and HQ-16B mid-range air defense missiles, Ordnance Industry Science Technology reported, noting that it could also be equipped with a type of mid-close-range surface-to-air missile developed from the DK-10 missile. With regards to warship-to-warship combat, the Type 055 could be equipped with YJ-18 anti-ship missiles, the report said.

This type of missile can fly at high subsonic speed upon launch, but accelerate to between Mach 2.5 and Mach 3 when approaching its target. This design keeps the missile light and far-reaching, while also giving the enemy as little reaction time as possible, the report said, noting that the YJ-18 carries a heavy explosive warhead, which, combined with the enormous kinetic energy from the fast speed, can severely damage a warship with tens of thousands of tons of displacement with only one strike.

Although anti-submarine assault is not the Type 055s main mission objective, it is likely equipped with Y-8 anti-submarine missiles and torpedoes. The warship is also equipped with an advanced sonar system and can carry medium-to large-sized anti-submarine helicopters on board, according to the report, which pointed out that the helicopters, missiles and torpedoes could form a three-layer defense web against even advanced nuclear-powered submarines.

The main gun of the warship seems to be an improved version of the 130 millimeter single-barreled H/PJ45A-130-1, which could be found on the Type 052D, Ordnance Industry Science Technology said. The gun can shoot 40 shells a minute, and a normal shell can travel 30 kilometers, while a rocket-propelled guided shell could hit targets even farther and more accurately, the report said.

The ship is also equipped with a Type 1130 close-in weapon system that can shoot tens of thousands of bullets per minute to neutralize incoming missiles. It also has a 24-unit HHQ-10 close-range anti-missile system that can effectively intercept supersonic anti-ship missiles, according to the report.

With such strong firepower, the Type 055 can either serve as a powerful escort to an aircraft carrier, or lead a flotilla sailing across the globe, as it also has very long operational range, Xu Guangyu, a senior consultant at the China Arms Control and Disarmament Association, told the Global Times.

It is no inferior to Aegis ships like [the US] Arleigh Burke-class destroyers and Ticonderoga-class cruisers. By comparison, the Nanchang is the best in Asia, and can be considered world class, Xu noted.

A Chinese military expert who asked not to be named told the Global Times that the Type 055 is also equipped with very advanced radar and electronic control systems, which allow it to make the best of these weapons.

Future potential

With the Nanchang joining the PLA naval service, more Type 055s are being manufactured. A second one was launched in April 2018 in Shanghai, while the third and fourth ones were launched in July 2018 in Dalian, Northeast Chinas Liaoning Province, and more are expected to come, media reported.

Military observers say that the Type 055 might see variants in the future that could carry Chinas futuristic electromagnetic railgun, which can shoot hypersonic projectiles at Mach 7.

It might also upgrade its arsenal to serve as an antiballistic missile platform, the anonymous expert said.

The Type 055 has huge room for upgrades, so I expect it to bring more surprises in the future, he said.

AI robots take on important role for World Military Games preparation

WUHAN, June 7 (Xinhua) — Twenty robots designed with cutting-edge AI technologies have been introduced to take over some heavy duties for workers in the ongoing construction of a power supply system for the 7th Military World Games in the host city of Wuhan.

These robots have integrated the latest technologies in fields of big data, the Internet of Things and Artificial Intelligence, that leads to highly efficient construction with workers freed from traditional labor-intensive duties and tough working environments.

Tazi Lake Sports Center, the seat of the Executive Committees of the 7th Military World Games, recently hired some of the robots to look after its power supply hub, since the center was among the list of key sites that cannot afford any power failures.

Using the transient ground-wave and ultrasonic technology, these robots exceed humans in monitoring the working status of equipment in the hub, which is critical to avoid power failures, said Xie Ping, a female patrol from State Grid Wuhan Company.

Some of the robots feature strong motion sense abilities, capable of recognizing instabilities that are not easily noticed by human sight.

In the past, Xie and her colleagues had to shuttle between sites to check the equipment and manually analyze the collected data. Now, the robots were taking over these duties.

These robots are smart. They can even send data to the control center for analysis. They save time, and sweat as well, Xie said, without any sense of being replaced.

The Military World Games offers us a great opportunity to embrace the new technologies, but we are not going to lay off any employee by introducing the AI robots. Our employees are now focusing on more brain-focused duties, said Chen Shuang, deputy chief engineer of State Grid Wuhan Company.

Chinas next-generation off-road tactical vehicle soon to enter military service report

The Chinese military is currently putting its next-generation off-road tactical armored vehicle through a series of tests, as the vehicle is expected to be commissioned into the Peoples Liberation Army (PLA) soon, Chinas state broadcaster revealed.

The lightweight, highly mobile off-road vehicle is designed to operate on very difficult terrain and in complicated battlefield situations, and analysts said on Thursday that such a feature could allow it to rival the US Humvee.

Guo Chao, a PLA vehicle tester, was recently tasked with conducting examination procedures on the vehicle, which include high-speed runs on angled tracks and passing a variety of difficult, combat-oriented terrain thousands of times, China Central Television (CCTV) reported on Wednesday.

It has already passed bulletproof capability examination. The vehicle can resist concentrated attacks from 7.62 millimeter caliber rounds, a bullet type used by many rifles, proving it can protect personnel from light weapon fire, the report said.

While the report did not identify the name of the vehicle, Chinese military observers said on Thursday judging by its logos the vehicle is likely the latest product from the Dongfeng Mengshi off-road vehicle series.

Compared to previous in-service vehicles, the new vehicle likely features technology allowing it to operate during more complicated battlefield situations and will have a longer service life, an expert on military vehicles told the Global Times on Thursday, requesting anonymity.

The new Chinese vehicle can be compared with the US Humvee, but is probably even superior to it in terms of armor and versatility, the expert said.

Two versions of the vehicle were spotted in the CCTV report, one with four wheels, and another with six wheels towing a cart.

The vehicle can not only conduct personnel transportation missions, but also can be modified to become a battlefield ambulance, a command vehicle or a platform of heavy weapons, CCTV reported.

The heavy weapons could include heavy machine guns, rockets launchers and missiles, making the weapons highly mobile even over extreme terrain, the anonymous expert predicted.

PLA Navy needs own STOVL stealth fighter jets to protect territory

As China is reportedly building more aircraft carriers and its first group of amphibious assault ships, the Peoples Liberation Army (PLA) Navy might eventually need its own F-35B-like short takeoff and vertical landing (STOVL) stealth fighter jet to safeguard territorial integrity, Chinese military analysts said on Sunday.

Such warplanes could outperform attack helicopters in landing and island defense missions. Therefore, it would be effective in dealing with potential island disputes, analysts said.

While China has yet to announce any plan, it needs stealth fighter jets for its future aircraft carriers, and has three options: a J-20 variant, an FC-31 variant or a totally new one that might feature STOVL capabilities, Ordnance Industry Science Technology, a Xian-based periodical on the national defense industry, said in a Friday article.

A STOVL aircraft can take off from a short runway and land vertically without a runway, with the US F-35B as an example.

STOVL fighter jets would shine on amphibious assault ships even more than on aircraft carriers. This kind of ship is not designed for a normal fixed-wing fighter jet to take off and land, but a STOVL aircraft can, Wei Dongxu, a Beijing-based military analyst, told the Global Times on Sunday.

China is developing the Type 075 amphibious assault ship, a warship comparable to the US Wasp and America-class, foreign media reported in May.

In a landing mission, STOVL fighter jets from these ships would be a more efficient choice than helicopters to support amphibious operations, gaining aerial superiority and attacking ground targets, Wei said, noting that they could also be deployed on islands that are not large enough to build proper air fields.

The US has deployed F-35Bs on its amphibious assault ships. Japan is also planning to buy F-35Bs for its Izumo-class aircraft carrier-to-be helicopter destroyers.

But China might still need some time before a STOVL fighter jet is built, military observers said.

If China was to develop such aircraft, it needs to make reliable engines that are capable of not only providing thrust, but also lift, together with lift-providing devices in the middle of the aircraft, like lift fans, Wei said, noting that flight control systems could also be very complicated.

Once developed, the STOVL fighter jet could make an amphibious assault ship a light aircraft carrier and play unique roles in protecting islands and safeguarding Chinas territorial integrity, Wei pointed out.

Secessionist forces in Taiwan are still taking the chance that the mainlands amphibious combat capabilities could be insufficient to reunify Taiwan by force. But once the mainland has amphibious assault ships with STOVL warplanes, it may become a strong deterrent against Taiwan secessionists and help solve questions involved with Taiwan, analysts said.

U.S. to deploy about 1,000 additional troops to Middle East

WASHINGTON, June 17 (Xinhua) — The United States would deploy about 1,000 additional troops to the Middle East amid tension with Iran, Acting U.S. Defense Secretary Patrick Shanahan announced on Monday.

I have authorized approximately 1,000 additional troops for defensive purposes to address air, naval, and ground-based threats in the Middle East, Shanahan said in a statement.

The acting Pentagon chief noted that the latest deployment was requested by the U.S. Central Command (CENTCOM), and with the advice of the chairman of the Joint Chiefs of Staff as well as in consultation with the White House.

The deployment came days after attacks on two oil tankers in the Gulf of Oman. The Trump administration has accused Iran of being responsible for the attacks, which Tehran denied.

Iran downs U.S. spy drone IRNA

Chinese top unmanned chopper completes night drills, military service eyed

Chinas top unmanned helicopter, the AV500, has successfully conducted its first night operation under challenging conditions, demonstrating its any-time, all-terrain capabilities, a result which Chinese analysts said on Thursday might increase the possibility for the Chinese military to put it into service and attract overseas buyers.

An AV500 took off and flew toward sea in a headwind of 15 meters per second at midnight on June 14 in South Chinas Hainan Province. During the nighttime mission, the drone helicopter successfully located its target vessel with its electro-optical pod and transferred back clear infrared visuals, read a statement the helicopter department of the state-owned Aviation Industry of China (AVIC), the maker of the AV500, released on Wednesday.

During its flight, the AV500 overcame challenging environments including strong winds and high salinity and humidity, AVIC said in the statement, noting the operation proved the drone helicopters capability to operate at night.

In 2017, the company flew the AV500 in Northwest Chinas Gansu Province, as it climbed to an altitude of 5,006 meters, a record for a domestically developed helicopter drone.

Through these tests, the AV500 has shown outstanding environmental adaptability and strong reliability, a military expert who requested anonymity told the Global Times on Thursday, noting that these characteristics could make the unmanned helicopter attractive to both domestic and international clients.

A drone helicopter could conduct patrol, reconnaissance, damage evaluation and attack missions for the military. It could also be deployed on missions relating to anti-terrorism, firefighting and disaster evaluation, the expert said.

AV500W, an armed reconnaissance variant of the AV500, successfully conducted a missile firing test in 2018, making it combat ready, AVIC said earlier.

It can carry a 175-kilogram payload and fly at a maximum speed of 170 kilometers an hour carrying laser-guided missiles or machine guns, the company said.

The AV500 also took part in a military exercise at the invitation of the Peoples Liberation Army (PLA) and conducted a mock assault mission, China Aviation News reported in September 2018.

Since the PLA does not seem to have helicopter drones in service, it might consider adding one, the military expert suggested, noting that a helicopter drone is more flexible and offers unique advantages over traditional fixed wing drones.

Speculation rife about DF-17 after video shows hypersonic vehicle

Chinas missile manufacturing giant showcased hypersonic boost-glide vehicles in a recent animated video, and media reports speculate that the weapon might be the DF-17 of the Peoples Liberation Army (PLA) Rocket Force.

Such weapons, which Russia and the US are developing, are very difficult to intercept due to their hypersonic speed and high mobility, experts said Monday.

The animated video, released by the state-owned China Aerospace Science and Industry Corporation (CASIC) on its social media platform Douyin account, shows the launch of multiple boost-glide vehicles, which reenter the atmosphere and hit an underground command center.

This is the first time the company has shown a simulated animation on a boost-glide vehicle, Passion News, a media outlet under k618.cn, a news portal run by the Communist Youth League of China Central Committee, reported on Sunday.

A boost-glide vehicle, which is essentially a warhead, is stored in the nose of a missile, and will be released once the rocket booster sends it fast and high enough. It will then fly over the upper edge of the atmosphere, changing directions frequently, which makes it very difficult to intercept by anti-missile systems, Wei Dongxu, a Beijing-based military analyst, told the Global Times on Monday.

Such a glide vehicle flies at hypersonic speeds, so the enemy has little time to react, Wei noted.

Russias Avangard and the US AGM-183A missiles also use similar technologies.

Citing analysts, Passion News said the weapon in the CASIC video could be the DF-17 of the Peoples Liberation Army (PLA) Rocket Force, as reports said the DF-17 missile uses a hypersonic boost-glide vehicle as its warhead.

The Chinese military has not yet announced any hypersonic glide vehicle deployment.
