Police chief stresses security, stability in 70th anniversary of PRC

Public security minister Zhao Kezhi has called on police forces to work hard to ensure security and stability during the celebration of the 70th anniversary of the founding of the Peoples Republic of China.

Zhao, also a state councilor, made the remarks during an inspection tour to southwest Chinas Chongqing Municipality from Thursday to Friday.

Zhao stressed that the police must unswervingly adhere to the Partys absolute leadership over the public security work and must rigorously protect against and take resolute measures to combat all acts of infiltration, subversion and sabotage from hostile forces at home and abroad.

He also called for efforts to maintain a stable and harmonious social situation and push forward reforms of the public security work.

China grants special pardons to mark 70th PRC founding anniversary

President Xi Jinping on Saturday signed and issued an order of special pardons for nine categories of criminals on the occasion of the 70th anniversary of the founding of the Peoples Republic of China.

The decision of granting the special pardons had been adopted by the Standing Committee of the National Peoples Congress, Chinas top legislature, at a bimonthly session which closed Saturday.

The nine categories of criminals who are serving their sentences effective before Jan 1, 2019, will be pardoned, according to the order. They include:

1. Those who fought in the Chinese Peoples War of Resistance against Japanese Aggression and the Chinese Peoples War of Liberation;

2. Those who fought in wars to safeguard national sovereignty, security and territorial integrity after the founding of the PRC in 1949;

3. Those who made fairly big contributions to the advancement of the countrys major projects after the founding of the PRC and received honors of provincial and ministerial level or above, including Model Workers, Advanced Workers, and May 1 Labor Medals;

4. Those who used to be on active service and received first class merit citations or higher-level awards;

5. Those who were sentenced to less than three years in prison or have less than one year of remaining prison terms for acts of excessive defense or acts to avert danger in emergencies that exceed the limits of necessity;

6. Those aged 75 or above who have serious physical disabilities and are unable to take care of themselves;

7. Those who committed crimes when they were under 18, and were sentenced to less than three years in prison or have less than one year of remaining prison terms;

8. Female prisoners who have been bereaved of their spouses and have to take care of their underage children or children with serious disabilities who are unable to care for themselves; they are eligible only under the condition that they were sentenced to less than three years in prison or that their remaining jail terms are less than one year;

9. Those granted a parole who have undergone more than one fifth of their parole probation periods, or who received a public surveillance sentence.

Criminals who fall into the above nine categories but are found in any of the following situations shall not be pardoned, according to the order:

1. Those who fall into the 2nd, 3rd, 4th, 7th, 8th and 9th categories listed above, but committed embezzlement, acceptance of bribes, servicemens transgression of duties, intentional homicide, rape, robbery, kidnap, arson, explosion, spreading hazardous substances, organized crimes of violence, mafia-natured organized crimes, trafficking in narcotic drugs, crimes of endangering national security, terrorism, or were convicted as principal criminals or recidivists of other organized crimes;

2. Among criminals falling into the 2nd, 3rd, 4th and 9th categories, those who have more than 10 years of remaining prison terms to serve, and who are still serving life imprisonment or in the suspension period of death penalty;

3. Those who had been pardoned but were subject to criminal punishment again for crimes;

4. Those who refused to admit their guilt, repent and mend their ways;

5. Those who are deemed an actual threat to society after evaluation.

Prisoners who meet the above-mentioned requirements on June 29, 2019 will be released upon court ruling, according to the order.

Special pardons this year are the ninth after the founding of the PRC, according to an official with the Legislative Affairs Commission of the NPC Standing Committee.

From 1949 to 1975, seven special pardons were granted to prisoners including war criminals and counterrevolutionary criminals. In 2015, the country pardoned 31,527 criminals to mark the 70th anniversary of the victory of the Chinese Peoples War of Resistance Against Japanese Aggression and the World Anti-Fascist War.

Chinas Constitution has explicit stipulations related to special pardons, the official said when expounding on the decision.

According to Article 80 of the Constitution, the President of the PRC issues orders of special pardons in pursuance of the decisions of the NPC Standing Committee.

It is of great significance to grant special pardons to criminals at the historic moment of the 70th anniversary of the PRCs founding, said the official, adding the move demonstrates the efforts of the Communist Party of China Central Committee with Comrade Xi Jinping at the core to inherit and carry on the fine traditions of the Chinese civilization including discreet penalty and benevolence.

Moreover, the special pardons can help promote the notion of law-based governance, create a social atmosphere of Constitution-based governance, advance Chinas rule of law, and promote social harmony and stability, said the official.

The move also demonstrates Chinas judicial protection of human rights and the countrys open, democratic, rule-of-law and culturally advanced image, said the official.

The special pardons must be carried out in accordance with the law and in an active, prudent and orderly manner that honors fairness and justice, the official noted.

The pardoned include both Chinese criminals and those of foreign nationalities, the official added.

China steel output, prices rise in May

Chinas steel output and prices rose in May, according to the countrys top economic planner.

Crude steel output jumped 10 percent year on year to 89.09 million tonnes, while coke production grew 5.7 percent to 40.16 million tonnes, the National Development and Reform Commission said in an online statement.

Steel exports fell 590,000 tonnes to 5.74 million tonnes last month, while imports dropped to 980,000 tonnes.

Imports of iron ore added 2.98 million tonnes to 83.75 million tonnes in May.

During the first five months, crude steel production gained 10.2 percent year on year to 404.88 million tonnes. Coke output increased 5.8 percent year on year to 192.49 million tonnes.

Steel prices posted month-on-month increases in May, partly due to rising iron ore prices. Brazils Vale dam accidents and the suspension of the transportation of iron ore in Australia because of cyclones have pushed up prices of the steel-making material.

The domestic steel price composite index averaged 112.16 points last month, compared with 112.04 points in April.

Consumption continues to grow in rural China ministry

Chinas rural areas continued to unleash consumption potential, while fixed-asset investment in the primary industry saw a bigger decline, said the countrys agricultural ministry.

In the first five months of 2019, the retail sales in rural areas nationwide totaled 2.34 trillion yuan (about 339.6 billion U.S. dollars), according to the Ministry of Agriculture and Rural Affairs.

The reading, up 8.9 percent year on year, was 0.9 percentage points higher than the growth rate of the retail sales in urban areas, according to the ministry.

Rural e-commerce sustained its growth momentum, with sales of food reporting a 24-percent growth year on year in May, according to the big data platform of Taobao, Chinas e-commerce giant.

Meanwhile, the fixed-asset investment in the primary industry came in at 583.7 billion yuan, down 2.3 percent year on year.

The decline expanded by 2.2 percentage points than that of the January-April period, the ministry said.

Festive vibes spread across Hong Kong on Sunday with citywide celebrations to mark the 22nd anniversary of the citys return to the motherland.

Speaking at the launch of a three-day gala in Victoria Park that features high-tech and innovations锛峵he largest celebration event happening in the city锛岰hief Secretary for Administration Matthew Cheung Kin-chung said the Hong Kong Special Administrative Region government wants to promote innovation and technology.

It has invested more than HK$100 billion ($12.8 billion) in innovation and technology, Cheung said.

Apart from offering hands-on experiences with gadgets, the gala features music concerts, trendy culture, a food festival and a special area for young people to showcase their creative ideas.

The fiesta, which started on Saturday, had attracted more than 60,000 visitors up to Sunday afternoon. It was one of some 360 celebrations held by the Hong Kong Celebrations Association, which is made up of 40 social groups from various sectors.

The association estimated that more than 300,000 Hong Kong people would take part in them.

Brave Chan Yung, the associations acting executive chairman, said the festival aims to build a technology-friendly environment in Hong Kong, boost the citys science and technology development and provide a broad platform for Hong Kong youngsters.

People of all ages were seen snaking through the venue, event by event and booth by booth, to try out advanced high-tech products featuring virtual reality, 5G telecommunications and artificial intelligence.

Hong Kong resident Tsang Ka-hei, 22, was amazed by a mind-controlled robot invented by Logistics and Supply Chain MultiTech RD Centre.

Tsang, who had a go at controlling the robot, was awed by the advanced product and said he enjoyed the experience, adding that he had never seen such a device before.

In addition to the high-tech exhibition and food booths, music concerts by international and local pop singers are also being staged in the park every night during the festival.

This year also marks the 70th anniversary of the founding of the Peoples Republic of China, which Chan said would attract more people to spread the festivities throughout the city.

The array of celebrations will also broaden and deepen Hong Kong residents knowledge about the nation, Cheung said on Sunday.

With the dual advantages given under one country, two systems, Cheung said, Hong Kong has made great contributions to the countrys development, while the nations prosperity has brought benefits to the SAR.

Also attending the ceremony, He Jing, deputy director of the Liaison Office of the Central Peoples Government in the HKSAR, said that a powerful nation will provide more opportunities for Hong Kong.

Apart from the celebrations held by social groups, many citizens opted for other places to celebrate the return of the city to the motherland锛峵he three barracks of the Peoples Liberation Army Hong Kong Garrison in Shek Kong, San Wai and Ngong Shuen Chau. The barracks are expected to receive some 30,000 Hong Kong residents during the three-day open day event.

Visitors to the barracks can see combat performances and military demonstrations, as well as weapons and military equipment including armored scout cars and helicopters.

Unlike the two other barracks, Ngong Shuen Chau锛峵he PLAs naval base in Hong Kong锛峯pened to the public on Sunday. High school student Zhong Yaoyu felt excited to be stepping into the barracks for the first time.

The soldiers are friendly and I am proud of the country, Zhong said.

On Monday morning, top SAR government officials and representatives from different sectors will attend a flag-raising ceremony at Golden Bauhinia Square in Wan Chai. Chief Executive Carrie Lam Cheng Yuet-ngor will then officiate at a reception to celebrate the 22nd anniversary of Hong Kongs return.

2 dead, 9 injured in east China chemical factory blast

HEFEI, June 30 (Xinhua) — An explosion at a chemical factory in Bengbu, east Chinas Anhui Province, during the rescue of a worker trapped in a storage tank, has killed two person and injured nine others, the local emergency response authority said Sunday.

The accident occurred at around 6:00 p.m. Friday in Anhui Maiqi Chemical Co., Ltd, officials said.

A worker of the company was trapped when cleaning the storage tank under construction. In the process of rescue operation, the storage tank exploded, killing the worker and one firefighter on the spot, and injuring nine other first responders.

All injured have been hospitalized.

An investigation is ongoing.

Hong Kong residents hold assembly to support police

During the assembly, representatives for various sectors went on stage to share their views.

Maria Tam Wai-chu, deputy director of the National Peoples Congress Standing Committee Basic Law Committee from Hong Kong, said the Hong Kong police maintained public security, and the social order cannot be disrupted to threaten the stability and prosperity of Hong Kong.

The Hong Kong police spared no efforts to build Hong Kong into one of the most secure cities around the world, said Tang King-shing, former Commissioner of Hong Kong Police Force of the Hong Kong Special Administrative Region government.

Tang, who led the crowd to chant slogans to thank the police, said the assembly was peaceful thanks to all attendees.

Lo Chung-mau, chief of division of liver transplantation of Queen Mary Hospital, said the extreme actions taken by some protesters before undermined the rule of law, the freedom, and even the harmony of Hong Kong.

A resident at the assembly said it was the first time he attended an assembly as he paid no attention to politics before. Noting that some protesters had crossed over the line for blocking roads, he said the police protected residents and maintained social order, so HK citizens need to support the police.

Shanghai sorts out its trash

Residents become garbage experts as new rules kick in

China is attempting to engineer a huge shift in how businesses and individuals deal with garbage, as Shanghai becomes the first city to enforce new trash sorting rules that come into full effect on July 1.

Passed in the second session of the 15th Shanghai Municipality Peoples Congress at the end of January, the rules say that residents must sort their garbage into four classifications – household food or kitchen waste, hazardous waste, recyclable waste and residual waste. Individuals who fail to sort their trash may be liable for a fine of up to 200 yuan ($291), while firms and organizations can be fined up to 50,000 yuan.

The new regulation applies to tourists and visitors to the city, from home and abroad.

According to the Xinhua News Agency, Shanghai has installed more than 13,000 waste stations, so far covering 75 percent of the city, and has replaced more than 40,000 streetside trash cans for different types of waste, which have more obvious and easy-to-understand signs.

The municipality is taking the lead in introducing a waste sorting system that will be gradually rolled out over the whole country. Following Shanghai, another 45 cities in the Chinese mainland will introduce similar regulations, including Beijing, Shenzhen and Guangzhou. By the end of 2020, the 46 cities will invest 21.3 billion yuan to build waste sorting and recycling systems, Xinhua said.

Local residents in Shanghai told the Global Times that some communities had taken part in pilot trash-sorting projects ahead of the citywide rollout.

Geng Dechao, a retiree, has been helping with trash cleanups since 2011. He said that his community was chosen to pilot the new rules last August, which involved taking garbage to the community waste station at certain times and sorting it into the appropriate bin.

At the beginning, some of residents were reluctant and couldnt sort [the trash] properly, but now most of our residents can do it well and those who were reluctant are doing really well after we guided them, Geng told the Global Times on Saturday.

As July approached, Shanghai residents have shown a sense of humor about the new practices as they tried to learn what to do.

The most popular place within our residential community is not the gym but the place near the trash bins, one net user joked.

Goods related to garbage sorting are selling well on Chinese e-commerce platforms like Taobao, with thousands of new trash bins sold last month.

Some people suggested that sales were so good that people were limited in how many they could buy.

Shanghai Municipal Education Commission has decided to include garbage sorting knowledge in the citys junior high school tests, according to reports on Friday.

School running crayfish major gets 100 percent employment rate

The first 35 graduates majoring in crayfish studies at a vocational college have all secured employment, with the highest salary exceeding 10,000 yuan (about $1,457) per month, The Beijing Youth Daily reported on June 30.

The two-year course was established in Jianghan Art Vocational College in 2017, offering three classes including restaurant management, cooking and crayfish marketing. The vocational school is the only one in the country to run such a course.

To meet the demand of the market for crayfish professionals, this year, the school plans to welcome 200 students, doubling from 100 last year.

Some people attributed the high employment rate to the fact that the major is highly market-oriented, and that graduates have learned skills which they can directly implement in the workplace.

Chu Zhaohui, a senior researcher at the National Institute of Education Sciences, said relevant authorities had taken measures to boost vocational education, which has helped increase employment.
