3 Haqqani militants arrested in Afghan capital govt

KABUL, May 20 (Xinhua) — Three members of the Haqqani militant group have been arrested in Kabul, capital of Afghanistan, the government said on Monday.

The National Directorate of Security (NDS) personnel launched an operation in Police District 8 of Kabul. As a result three members of Haqqani terrorist group were arrested, Presidential Information Coordination Center (Tawhid Center) said in a statement.

The statement did not disclose the exact time of the operation conducted by the NDS, the primary intelligence agency of the country.

As a Taliban-linked militant group, the Haqqani network, operating mostly in eastern provinces and the capital Kabul, has been responsible for many high-profile attacks against security forces.

On Sunday night, a police officer was wounded after unknown men hurled a hand grenade on a security checkpoint in Dough Abad, an area in Police District 7 of Kabul, police spokesman Ferdous Faramarz confirmed.

Sudans military council, opposition vow to reach deal

KHARTOUM, May 21 (Xinhua) — Sudans ruling Transitional Military Council (TMC) and an alliance of opposition forces on Tuesday vowed to work together to reach an urgent agreement as their negotiation continues.

The TMC and the Freedom and Change Alliance centers still differ on the representation of the military and the civilians in the transitional sovereignty council as well as the chairmanship of the new ruling body, the two sides said in a joint statement.

The TMC, which is tasked with running the country following the ouster of former President Omar al-Bashir, and the opposition have recently agreed on the powers of the sovereignty council, the council of ministers and the legislative council.

They also agreed that the duration of the transitional period would be three years, with the first six months to be allotted for achieving peace all over Sudan and the legislative council is to comprise 300 members, 67 percent of whom are from the Freedom and Change Alliance.

Russian bombers, fighters intercepted near Alaska by F-22 fighters, says U.S. military

WASHINGTON, May 21 (Xinhua) — Several Russian bombers and fighters were intercepted by U.S. F-22 fighter jets off the coast of Alaska on Monday, said the U.S. military on Tuesday.

Two of the Russian Tu-95 bombers were intercepted by two F-22s, and a second group of two Tu-95 bombers with two Su-35 fighters were intercepted later by two more F-22s, said the North American Aerospace Defense Command in a statement on Twitter.

The interception occurred at the Alaskan Air Defense Identification Zone (ADIZ) and the Russian warplanes remained in international airspace, the statement added.

In September, two Russian bombers were intercepted by two U.S. F-22 fighter jets near Alaska.

Chinese UN ambassador urges political solution to Libyan crisis

Chinas permanent representative to the United Nations on Tuesday called for adherence to a political settlement of the Libyan crisis and proper handling of sanctions against the country, Xinhua News Agency reported, as the top UN envoy for Libya warned that the Arab country is on the verge of civil war that could lead to permanent division.

There is a need to stick to a political solution. China has always believed that the Libyan issue must be settled through political means, Ma Zhaoxu told the Security Council.

We hope that parties to the conflict in Libya will put the interests of the country and the people first, respond to the calls of the international community for a cease-fire as soon as possible, ease the tensions and return to the path of settlement through peaceful dialogue and consultation.

He added that the safety and security of civilians must be protected and the humanitarian situation in the country must be improved.

While the sanctions on Libya should continue to be enforced, they must be properly handled so that they do not negatively impact civilians, the Chinese envoy said.

The Chinese ambassador asked for synergy of international efforts toward a political settlement in Libya.

The international community should respect Libyas sovereignty, independence and territorial integrity. The countries of influence should push for resolution of differences among the parties, help build trust and provide constructive assistance to the parties to achieve a cease-fire and return to political dialogue, he said.

510 deaths in weeks

Since early April, rebel forces led by Khalifa Haftar have drawn closer to the capital of Tripoli. Weeks of fighting have killed 510 people and wounded 2,467, according to the latest toll from the World Health Organization. More than 75,000 people have fled their homes, according to the UN, while 100,000 are trapped by the conflict, Agence France-Presse reported. Terrorist activities are re-emerging. All these undermine Libyas political security and socio-economic stability and development, the Chinese ambassador said.

The situation also has a spillover effect to the Sahel region and the Mediterranean coast, Ma warned.

China is highly concerned about the developments in Libya. The international community should heighten its attention to Libya and work together to push for an early solution to the Libyan crisis, he said.

China is willing to work with the international community to contribute to Libyas lasting peace and stability, he said.

In his briefing to the Security Council on Tuesday, Ghassan Salame, the UN secretary-generals special representative for Libya, said the country is on the verge of civil war.

Libya is on the verge of descending into a civil war, which could lead to the permanent division of the country. The damage already done will take years to mend, and thats only if the war is ended now, Salame said.

Forty-eight days into the attack on Tripoli by General Haftars forces, there has already been too much death and destruction, he added, referring to the new offensive on the Libyan capital launched on April 4 by the self-proclaimed Libyan National Army led by Haftar.

The Security Council failed last month to agree on a draft resolution demanding a cease-fire in Libya and a return to political talks to end the conflict, Associated Press reported.

U.S. army airstrike kills 2 IS fighters in northern Somalia

MOGADISHU, May 23 (Xinhua) — The United States military said on Thursday that it killed two Islamic State (IS) fighters in Somalias semi-autonomous Puntland region in an air attack on Wednesday.

The U.S. Africa Command (AFRICOM) said the latest strike was conducted in cooperation with Somali government targeting encampment in the Golis Mountains.

Currently, we assess no civilians were injured or killed as a result of this airstrike. Our process and procedures allow for additional information to inform post-strike analysis, AFRICOM said in a statement.

The Wednesdays attack was the fifth precision airstrike against IS-Somalia since April 14 in a deliberate campaign to limit and disrupt freedom of movement in the area and to eliminate leaders of the organization.

Pro-IS militants split from al-Shabab in October 2015 and later occupied Qandala, a key location in Bari Region under Puntland State Administration in northern Somalia since 2016.

Commentary Using Huawei 5G technology means more than quicker communication

MADRID, June 16 (Xinhua) — Supported by the Huawei technology, Vodafone Espana commercialized the first 5G mobile services in Spain on Saturday.

The ultra-fast and low-latency 5G network is the infrastructure that can make a huge difference. About half of the population in 15 major Spanish cities including Madrid, Barcelona, Valencia and Seville are initially involved, which makes the country among the first that rolled out 5G services in Europe.

Vodafone Espanas embracing of the Huawei 5G technology means not only communication 10 times faster in Spain, but also a step closer to a future brimming with excitements like autonomous driving, telemedicine and virtual reality in everyday life.

Another thing that is certain is that the United States pressuring of its European allies to join itself to block the global 5G technology leader Huawei from the 5G network market at their expense will not work.

As Washington has failed to prove that the Chinese telecom giant makes backdoors to enable spying on any users, the U.S. bullyism under a security pretext harms its credibility.

In dealing with its business rivals, as the worlds largest economy, the United States pursuit of its America First policy backed by politicized accusations has definitely constituted a disruption to global free trade and economy.

European countries like Germany, Italy and the Netherlands have their own standards for security, which are certainly not like the American one which led to the loose licensing of Boeing 737 Max. In response to the U.S. pressure, many have made this clear and are expected not to exclude any bidder from their 5G projects for prejudice, smear, or groundless doubts.

For example, carriers supported by Huawei are rolling out their 5G services in Britain and Switzerland. For them, choosing Huawei is but a market-oriented decision based partly on lower costs and a reliable longtime partnership. It is a fact worth mentioning that Huawei has been in cooperation with most of the major mobile operators across Europe.

The European attitude towards Huawei also represents a widening gap between the two sides of the Atlantic, with an openness to safeguarding multilateralism and cooperation.

This stands in stark contrast to the U.S. unilateralism and protectionism, and promises brighter economic prospects with new business models and other innovative ideas generated by the quicker and advanced 5G network.

Spain is not the first in Europe to use Huawei technology, and is surely not the last one.

First batch of international scientific projects to board Chinas Space Station

The China Manned Space Agency (CMSA) and the United Nations Office for Outer Space Affairs (UNOOSA) jointly announced the first batch of nine scientific projects selected for the China Space Station (CSS) at a press conference in Vienna, Austria on June 12 local time.

The nine projects involve 23 research bodies from 17 countries, including Switzerland, Poland, Germany, Italy, Norway, France, Spain, the Netherlands, India, Russia, Belgium, Kenya, Japan, Saudi Arabia, China, Mexico, and Peru. Some are from governmental agencies while some are from privately-owned entities.

Besides, the first batch covers a wide range of disciplines from space astronomy, microgravity physics and combustion science, geosciences, to space life sciences and biotechnology.

Wang Qun, Permanent Representative and Ambassador Plenipotentiary and Extraordinary of the Permanent Mission of the Peoples Republic of China to the United Nations and other International Organizations in Vienna, described the move as a vivid manifestation of Chinas embrace of multilateralism, inclusiveness and openness and its commitment to sustainable development.

It embodies the vision of building a community with a shared future for mankind in outer space, said Wang.

At the press conference, Simonetta Di Pippo, director of UNOOSA, highly commended Chinese government鈥檚 efforts to open its space station to all the UN members.

Experts back commercialization of Vodafones 5G network with Huawei as main supplier

MADRID, June 16 (Xinhua) — British telecommunications giant Vodafones 5G rollout in Spain in cooperation with Chinese telecom company Huawei gained support from experts and industry insiders, who said the technology will revolutionize the way we live.

Huawei is the principal provider in the rollout which saw 5G become a reality in 15 Spanish cities from Saturday, making Spain one of the first European countries to have the ultrafast mobile network in Europe.

5G means immediacy, high speed and low latency (which is the time that passes between the sending and reception of information), explained Fernando Tricas, an assistant professor in the Department of Computer Science and Systems Engineering at the University of Zaragoza, which is one of the cities where 5G is now available.

5G and its immediacy will be vital, for example, for a doctor who is carrying out an operation at distance. It will be as if you were there and hands on, he added.

Luis Furnells, executive president of Spanish technology group Oesia, said: We are entering a new era in which everything — people, contraptions and objects — are going to be connected at any place and any moment.

This new situation is going to see digital technology providers open new mobility services, which will mean a big change and an important advance in society, he said.

Alicia Asin, co-founder and chief executive of Libelium, a Spanish company which makes technology for smart cities, told Xinhua that 5G has three main advantages over 4G.

Its faster; there is a greater network density to allow better connectivity in cities, where there will be more devices, and thirdly, the latency time is lower, she said.

Asin explained that the low latency times will make real-time operations possible, which will allow for distance operations and other virtual reality applications.

On Vodafones cooperation with Huawei, Tricas said there are very few network providers which are in the vanguard and Huawei is one of them.

The idea is shared by Daniel Sarasa, a Smart Cities Program manager with Zaragozas local authority, who said Huawei has an excellent position in the infrastructure market in Spain.

There is a great deal of protectionism in the measures the United States are adopting against Huawei, because Huawei is treading on their heels, Sarasa said, adding that many telecommunications operators are still working with Huawei and that says something.

With the launch of commercial 5G mobile services, Vodafone has become the first operator to make 5G services available to Spanish customers.

Tricas said he expected the technology to be more available in around a year.

At the moment there are only four or five companies — all of which are high end — which have 5G compatible smartphones on the market, and that means only a few people can buy them because they are expensive, he said.

In Zaragoza, said Sarasa, the first areas where 5G is available are streets in the business district where we predict there will be intensive users or early adopters.

It is expected that more phones will be become available in the near future, as clients become aware of the quantum leap in technology which is now available to them, experts said.

Global AI chip market to grow tenfold in next five years white paper

BEIJING, June 17 (Xinhua) — The global market for mobile artificial intelligence (AI) chips is expected to reach 3.8 billion U.S. dollars in 2022, a tenfold growth from the 2017 figure, said a white paper.

The market expansion is driven by the fast development of AI industry, as AI chips saw rapid penetration into the terminal sector, said the white paper on mobile AI technologies and application released by the China Academy of Information and Communications Technology (CAICT).

AI development will also drive innovation of the mobile chip industry, said the white paper, citing Strategic Analytics data, which showed that the market share of smartphone apps processors with on-device AI in the first quarter of 2018 grew threefold from the same period of previous year.

In 2017, the global market for mobile AI chips stood at 370 million dollars, accounting for 9.5 percent of the global AI chip market and indicating huge potential, according to the white paper.

The growing momentum of mobile AI chips has attracted tech giants including Google, Facebook, Alibaba and Tencent, intensifying the ongoing market competition, it said.

China, a latecomer in the traditional chip industry, has made an early start in tapping the emerging market of intelligent chips, the report said.

Tu Youyous team resolves artemisinin resistance in malaria treatment

BEIJING, June 17 (Xinhua) — Nobel Laureate Tu Youyou announced Monday that her team has proposed solutions to the problem of artemisinin resistance, providing new evidence that artemisinin is still the best weapon against malaria, the worlds No. 1 insect-borne infectious disease.

As the winner of the 2015 Nobel Prize for the discovery of artemisinin, Tu said that the drug resistance has remained a big challenge to fighting malaria.

Tus team has been devoted to the study of the resistant mechanism since 2015 and discovered that partial artemisinin resistance is actually a delay in the clearance of malaria parasites from the bloodstream following treatment with combination therapy.

The 89-year-old scientist explained that plasmodia can enter a state of dormancy during the three-day Artemisinin Combination Treatment (ACT), while they also develop a resistance to partner drugs. But if the treatment period is extended to five to seven days and the partner drugs are replaced, the artemisinin resistance can be solved and plasmodia can be killed.

A paper on the study was published on the April issue of the New England Journal of Medicine (NEJM).

Pedro L. Alonso, director of the Global Malaria Programme of the World Health Organization (WHO), said the article published by Tu and her colleagues on NEJM, a top peer-reviewed journal, has demonstrated the excellence of her research ability. Billions of malaria cases have been treated through artemisinin-based combination therapies.

Artemisinin and its derivatives are known for their ability to swiftly reduce the number of parasites in the blood of patients with malaria and have saved millions of lives worldwide. WHO recommends ACTs as the first and second line treatment for malaria, which inflicts over 400,000 deaths every year worldwide.

The artemisinin resistance was formerly verified in the Greater Mekong river basins.

Tu said that treatment failures with ACTs are often directly attributed to the partner drug, which can be addressed by replacing the partner drug. For example, mefloquine plus artesunate can be switched to DHA with piperaquine if the former fails to deliver positive results.

Artemisinin substances are extracted from Qinghao, a kind of Chinese medicinal herb which has been used for more than 2,000 years in China for treating infectious diseases.

Since 2017, no malaria cases have been reported in China, indicating that the epidemic has been eradicated in the country. China has continued to carry out research on malaria control and prevention and develop artemisinin-based antimalarial drugs for the fight against the disease globally.

Global malaria control is in line with the thrust of the Chinese governments initiative to build a community with a shared future for humanity, said Alonso. The antimalarial research work carried out by Tu Youyous team is groundbreaking, outstanding and immeasurable.
