US builds worlds largest cyber arsenal, triggers cyber arms race

The US military and intelligence departments are building the world’s largest cyber arsenal as destructive as nuclear weapons, triggering a cyber arms race in a global context.

They are finding loopholes of software and systems and developing Trojan virus for cyber attacks, even cyber wars.

The US competed in a crazy arms race with the Soviet Union back in the Cold War, during which the two parties had developed nuclear weapons that were able to blow the earth a dozen times. The military competition had placed the whole world in a shadow of a possible nuclear war.

Now in the era of internet, the US, exploiting its advantages in technology and monopoly of the American enterprises in internet infrastructure, is making great efforts to develop cyber weapons, which has triggered another round of arms race, posing serious threats and risks against global cyber security.

The WannaCry ransomware attack, which unfurled across the world on May 12, 2017, hit over 300,000 computers in 150 countries and regions and 100,000 organizations, leading to a total loss of 50 billion yuan ($7.23 billion). A great number of hospitals, educational organizations and government departments were attacked.

One of the important reasons for the ransomware to cause such a huge loss is the leakage of a cyber weapon named Eternal Blue developed by US National Security Agency (NSA) which enabled the virus to spread like a worm under the control of hackers.

When the NSA lost control of the software behind the WannaCry cyberattack,it had an unshirkable responsibility in this blackmail incident and it was like the US military having some of its Tomahawk missiles stolen,” said Brad Smith, Microsoft’s Chief Legal Officer.

It is noteworthy that the cyber weapon Eternal Blue is only one of the many attack techniques held by the Equation Group of the NSA.

On April 14, 2017, hacker organization Shadow Brokers released a large number of Equation Group exploits, tools, and code including the Eternal Blue by which the hackers could invade computers with internet access and create huge loss overnight just like the WannaCry did.

The NSA attack data released by the Shadow Brokers also included the attack tools targeting browsers, routers and mobile phones, a zero-day exploit for Windows 10, as well as a record of invasions into global central banks and the SWIFT system.

In the same year, the WiKiLeaks began a series of leaks code-named Vault 7, publishing 8,761 documents and files that revealed the highly confidential global cyber invasions conducted by the Central Intelligence Agency (CIA) from 2013 to 2016, including attack approaches, targets, meeting minutes, records of overseas operation, as well as attack machines and 700 million lines of code. Experts estimated that this was just a tip of the iceberg of the CIA cyber war.

According to reports, by the end of 2016, the CIAs hacking division, which formally fell under the agencys Center for Cyber Intelligence (CCI), had over 5,000 registered employees and had produced more than a thousand trojans, viruses, and other weaponized malware.

Apart from the NSA and CIA, the US Cyber Command is also developing its own cyber weapons. Founder of WiKiLeaks Julian Assange disclosed in 2015 that Washington had developed over 2,000 cyber weapons, making US the largest cyber arsenal.

Cyber weapons are similar to nuclear and biochemical weapons and are able to cause serious damage to global infrastructure, routine production and people’s life. The massive development of cyber weapons of US military and intelligence departments is triggering a cyber arms race, directly threatening global cyber security.

Iran to release important details about suspension of some nuke obligations TV

TEHRAN, June 16 (Xinhua) — Iran will release important details about the measures it has taken after recent suspension of some of its commitments under a 2015 nuclear deal, Press TV reported on Sunday.

On Monday, the Atomic Energy Organization of Iran (AEOI) would release very important information regarding the limitless increase of Irans enriched uranium stockpile as well as measures it has taken to prepare for the second phase of the scaling back of its obligations, according to the report.

The briefing will be held at the Arak heavy water reactor facility in central Iran on Monday.

Also, Irans latest measures to re-design the Arak reactor and to increase the production of heavy water at the facility would be detailed in the event.

On May 8, Iran withdrew from implementing part of the landmark 2015 nuclear deal and threatened to take more actions in case Tehrans interests under the pact cannot be guaranteed.

Accordingly, Iran spared a 60-day deadline for the signatories of the nuclear deal to address Irans interests under the deal.

The move by Iran comes after U.S. President Donald Trump pulled Washington out of the nuclear deal in May last year and resumed energy and financial sanctions on the Islamic republic.

Former US President Carter receives George H. W. Bush Award for Statesmanship

Former U.S. President Jimmy Carter received the inaugural George H. W. Bush Award for Statesmanship in U.S.-China Relations on June 12 local time at the Carter Center, Atlanta.

The award is the first of this type presented by the George H. W. Bush Foundation for U.S.-China Relations, in recognition of the contributions of Carter, who witnessed the establishment of diplomatic ties between China and the US as the 39th President of the US from 1977 to 1981.

At the awarding ceremony, participants reviewed the important roles of Carter and Bush in developing the bilateral relations between the US and China.

The participants said that both sides have benefited from the ties over the past four decades since the establishment of diplomatic relations. They also called some US politicians to attach importance to the relationship with China and take positive actions to maintain it, so as to bring it to back to the right track.

The China-US friendship transcends partisanship; indeed, a strong and stable consensus for its vitality exists in both countries, said Chinese Ambassador to the US Cui Tiankai in a speech delivered at the ceremony.

鈥淭his year marks the 40th anniversary of our diplomatic relations. At this critical juncture, there are yet some irrational doubts about our relations. Some are clamoring for decoupling of our two countries and a new Cold War. President Jimmy Carter is the first recipient of the award, and there will be more winning it in the future, said Firestein.

China launches campaign to promote food safety

BEIJING, June 19 (Xinhua) — Chinese authorities have launched a national campaign to call for joint efforts to enhance food safety.

The China Food Safety Publicity Week is an annual event initiated in 2011. The campaign will last from June 18 to 30 this year and highlights making peoples life better via enhanced food safety.

Over 50 activities such as exhibitions and training will be organized during the campaign.

Supervision will be tightened with more random checks, and increased efforts will be made to ensure food safety in areas including baby formula, meals and food supplied on campus, and health-promoting products, said Xiao Yaqing, head of the State Administration for Market Regulation.

China has pledged unwavering efforts in developing standards, conducting regulation, imposing penalties and seeking accountability to ensure food safety.

A guideline was released in May to enhance the countrys food safety with a phased plan to build a modern governance mechanism in the field.

More than 97 percent of the countrys major produce should pass quality and food safety tests by 2020, while over 98 percent of food should pass spot checks, the guideline said.

By 2035, China should have a set of world-leading food safety standards, a marked drop in illegal practices and globally advanced risk control capabilities.

China allocates 100 million yuan to support rescue work in quake-hit province ministry

BEIJING, June 19 (Xinhua) — The Ministry of Finance and the Ministry of Emergency Management on Wednesday allocated 100 million yuan (14.51 million U.S. dollars) to southwest Chinas Sichuan Province to support rescue operations after the province was hit by a 6.0-magnitude earthquake.

The government has supplied 5,000 tents, 10,000 folding beds and 20,000 quilts to the quake-hit areas for the victims.

As of 4 p.m. Wednesday, around 243,880 people had been affected by the earthquake. Thirteen people died and 220 were injured. More than 52,000 people were relocated from quake-hit areas. Over 20,000 houses collapsed or were severely damaged, the updated statistics showed.

Relief efforts underway after China quake kills 13, injures 220

CHENGDU, June 19 (Xinhua) — Over 3,100 people including fire fighters, armed police and volunteers have joined the search and rescue work after a 6.0-magnitude earthquake hit southwest Chinas Sichuan Province Monday, local authorities said Wednesday at a press conference.

As of 4 p.m. Wednesday, 13 people had died and 220 were injured. Among the injured, 153 people are receiving treatment in hospitals, said Li Tinggen, secretary-general of the municipal government of Yibin.

The earthquake hit Changning County of Yibin at 10:55 p.m. Monday. The epicenter was monitored at 28.34 degrees north latitude and 104.90 degrees east longitude, according to the China Earthquake Networks Center. The quake struck at a depth of 16 km.

Around 243,880 people were affected, and more than 52,000 people were relocated in quake-hit areas. Over 20,000 houses collapsed or were severely damaged, the updated statistics showed.

A vibrant cry of a baby burst out early Tuesday morning from Yibin Mine First Aid Hospital. It was the first baby to come into the world following the devastating earthquake in Changning County.

I was scared and the building was shaking. But the doctors and nurses were very calm. They accompanied me and helped me relax, said mother Wang Jirong, recalling the moment she gave birth to her baby boy.

One of our doctors had a fractured bone, and many nurses in our hospital are very young. They all stuck to their posts, trying their best to ensure the safety and health of mothers and babies, said Yao Chong, chief of the hospitals obstetrics and gynecology.

By Tuesday afternoon, seven babies had been born in Yaos hospital. Ambulances, stretchers, and tents have been prepared to transfer the expecting mothers in case of an emergency.

On Tuesday evening, as a victim severely injured in the quake was receiving treatment in an ambulance in Changning County, high-definition images of the patients ultrasound scan were transmitted in real time via a 5G network to experts in Chengdu, the provincial capital that is more than 200 km away.

In Chengdu, based on the images, experts with the Sichuan provincial peoples hospital quickly suspected that the patient might be suffering from a damaged spleen and offered their advice on treatment.

The patients life might have been in danger if the damaged spleen had not been detected, said Li Gang, a doctor sent by the hospital to Changning to assist with the rescue efforts.

Health experts are collecting samples and testing the water quality of local waterworks, disinfecting the hospitals and temporary shelters, and providing 113 psychological counseling services. There have been no reports of epidemics so far.

Around 280 technicians, 86 vehicles, 31 drones and other professional equipment have been sent to the quake-hit areas for surveys on secondary geological disasters.

By Wednesday afternoon, over 600 spots that suffered risks of geological hazards have been checked, according to the press conference.

Currently, all coal mines in Yibin have been suspended and miners have been evacuated. Nineteen hazardous chemical companies are currently being checked.

Insurance companies have initiated emergency response procedures for the settlement of claims. Local banks and insurance organizations have set up 334 green channels as of 10 a.m. Wednesday, dispatching 994 workers and establishing 45 service points, according to the Sichuan banking and insurance regulatory bureau.

Guideline unveiled on govt information disclosure in compulsory education

BEIJING, June 20 (Xinhua) — A guideline has been issued on the disclosure of government information in the field of compulsory education in a bid to streamline the procedure and improve transparency and openness, according to Chinas Ministry of Education on Wednesday.

The standard table of contents of government information in the field to be disclosed is comprised of 10 items, namely policy documents, a general introduction, information on private schools, financial information, enrollment, students, teachers, implementation of key policies, disclosure of information relating to education supervision, and campus safety.

Primary-level authorities responsible for compulsory education should disclose information, interpret policies and respond to public inquiries and concerns in accordance with the guideline.

The guideline stressed that a system should be established to collect, assess, handle and respond to public opinions on compulsory education.

Shooting a one-to-two-minute-long video on your smartphone while on the move has become a new trend among Chinese travelers, revealed a report jointly launched by the Chinese leading online travel agencies TongCheng-eLong and Mafengwo at a tourism-themed conference on Thursday in Beijing.

Nearly 60.8 percent of users have shared travel experiences online as of last year, 42.3 percent of which have shared at least one short video, according to the report.

By April 2019, Chinese users spent a total of nearly 600 million hours on a daily basis watching short videos via smartphones from leading video-sharing apps such as Douyin and Kuaishou, the report continued.

鈥淚mmersive full-screen video interface is able to unfold the dynamic pulse while one is traveling,鈥?Zhu Ling, a person in charge of ByteDance鈥檚 video-boosted tourism program said at the conference.

ByteDance is the mother company of Douyin, internationally known as TikTok, which has topped Apple鈥檚 apps download chart, beating Facebook and YouTube in the first quarter of 2018, and gathering 250 million daily active users from over 150 countries and regions.

Addressing the conference, Li Lin, a vanguard filmmaker in China, also recognized that tech is now revolutionizing the travel industry.

Peking University professor quits IEEE as cannot put up with political influence on IEEE decision-making

“Scientific issues are objective issues that need to be dealt with through scientific means. Political coercion imposed on economic and academic activities will not only hurt one country, but the whole world,” said Zhang Haixia, a professor of China’s Peking University who announced her decision to resign as a member of the New York-headquartered Institute of Electrical and Electronics Engineers (IEEE) on May 29.

Earlier this week, IEEE, which is, as stated on its website, the world’s largest technical professional organization dedicated to advancing technology for the benefit of humanity, sent an email to its editors, saying that “the US government has put Huawei on its BIS list,” and “as a result, we cannot use colleagues from Huawei as reviewers or Editors for the peer-review process of our journals”.

“Coercing and threatening scientific activities with political power is intolerable. The decision of IEEE to place artificial restrictions on the identities of editors and reviewers is a stupid move that ran counter to the spirit of science and insulted all scientists involved in IEEE,” said Zhang during an exclusive interview with People’s Daily Online, explaining why she decided to leave IEEE, where she used to be a member and editorial board member.

According to Zhang, she has been a member of IEEE for more than 20 years, and has been deeply involved in many aspects of the IEEE’s efforts, which she has always regarded as a very good international academic organization.

“The scientists I met in IEEE are all very professional. I also recommended the organization to many of my students. I think academic activities must be pure academic activities rather than something that is controlled, kidnapped, or threatened, for such an attempt is humiliation to academic activities,” said Zhang.

Zhang expressed that she thinks the screening criteria for reviewers should be and can only be about their capacity for scientific research and their professionalism, not some external factors such as where they work, who they are, or where they come from.

“As a member of IEEE, I contributed my professional and objective academic judgments to the organization as a scientist, and when I find the organization has violated my academic freedom and my right to perform academic expertise, I must quit, for I no longer share the same view of science with IEEE,” explained Zhang.

With more than 400,000 members in more than 160 countries, the IEEE is a leading authority that has set more than 900 standards on areas ranging from aerospace systems, computers and many other technical areas, said Zhang, noting that it should have been a platform for all the scientists to conduct academic exchanges freely, but today, things have made a turn for the worse.

IEEE’s decision to ban Huawei employees from peer-reviewing and editing papers astonished the scientists and even dragged young researchers into panic, said Zhang, adding that IEEE is just one of a number of international organizations that were recently forced to take such shocking actions.

Zhang is strongly opposed to the interference of politics in academic development, explaining that science is no longer science if it is mixed with other factors such as characteristics of individuals, institutions, countries and regions.

According to Zhang, she has received a significant amount of feedback regarding this issue, and peer scientists from the US, Japan, Singapore and other countries all agreed that the baseline of the science community is to solve issues with a purely scientific attitude.

Toshio Fukuda, president-elect of IEEE, also responded to Zhang, saying that he was not aware of and quite shocked by the decision of the IEEE, and that he would continue to push forward reform of the organization as there should not be political interference in the academic atmosphere.

Toshio Fukuda’s opinion represented the rational voice of a real scientist, said Zhang, stressing that science should not be suppressed or coerced.

Zhang emphasized that she only spoke on her own behalf rather than any institute or organization, and meanwhile, she doesn’t want anybody to be affected by her decision, for she thinks any scientist who works in any field of scientific research must have the ability to make independent judgment.

“It’s better to just keep it simple and let academics be academics and politics be politics. Putting the two together will only lead to losses on both sides,” said Zhang.

“What I am protesting against is such behavior that makes scientific activities discriminative, and I will keep protesting such actions no matter if they are targeting Huawei or any other companies,” stressed Zhang.

China Computer Federation halts cooperation with division of US IEEE

China Computer Federation (CCF), a Beijing-based technology research group announced in a statement on May 30 that it will be halting cooperation with Communications Society (ComSoc), a US based publication division of the Institute of Electrical and Electronics Engineers (IEEE).

The statement came a day after the ComSoc banned Huawei staff from participating in certain aspects of the peer review process for its research papers.

鈥淭he IEEE was once considered an open international academic organization, an academic community of practitioners in the information technology field, with members from all over the world, including China,鈥?the CCF wrote.

The CCF said it would suspend exchanges and cooperation with ComSoc and call on CCF members to cease contributing to ComSoc events, research reports and reviewing its papers.

The CCF had taken much consideration before publishing this statement, said Du Zide, CCF secretary general.
