China achieves over half of annual employment goal by May

BEIJING, June 14 (Xinhua) — Half of Chinas employment objective this year has been achieved in the first five months, with the employment situation generally stable, said the National Bureau of Statistics (NBS).

China had created 5.97 million new urban job opportunities by the end of May 2019, finishing 54 percent of the plan for the whole year, NBS data showed.

The national surveyed urban unemployment rate stood at 5 percent in May 2019, the same as that of April. The surveyed urban unemployment rate of people aged 25 to 59 years old declined for the third consecutive month, down 0.2 percentage points to 4.5 percent, while that of 31 major cities went flat at 5 percent.

Average weekly working time of enterprise employees nationwide increased, up 0.5 hours to 46.3 hours year on year.

Xi urges joint efforts to open up new prospects for Asian security, development

Chinese President Xi Jinping on Saturday urged Asian countries and their partners to join hands in opening up new prospects for Asian security and development under new circumstances.

Addressing the fifth summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA) held in Tajikistan, Xi called on CICA members to uphold the vision of common, comprehensive, cooperative and sustainable security, and explore a regional security structure with Asian features to realize collective security for Asia.

Calling Asia one of the most dynamic and most promising regions in the world, Xi said Asian countries also face common challenges including insufficient political mutual trust, imbalanced economic development, and outstanding security and governance issues, and thus there is a long way to go to realize long-lasting peace and shared prosperity.

Hailing the progress made by Asian countries in building an Asian community with a shared future in the past few years, Xi encouraged CICA members to hold on to their goals, jointly seize opportunities and address challenges, and make concerted efforts in opening up new prospects for Asian security and development under the new circumstances.

Building a prosperous Asia is a shared aspiration of Asian countries, and development is the key to all problems, Xi said, adding that CICA members should work together to promote trade and investment liberalization and facilitation, and ink regional integration documents such as Regional Comprehensive Economic Partnership at an early date.

Building an open and inclusive Asia is a common pursuit of Asian countries, said Xi. He urged CICA members to well implement the consensus reached at the Conference on Dialogue of Asian Civilizations held in May in Beijing, and develop a vision of civilizations based on equality, mutual learning, dialogue and inclusiveness.

Speaking of Chinas role, Xi pledged to steadfastly pursue a peaceful development path and share development opportunities with all parties, especially through Belt and Road cooperation and more conveniences in market access.

He also called for equal dialogue based on mutual respect and adherence to multilateral trade rules in addressing economic and trade problems, stressing that relevant sides should never readily resort to protectionism and unilateralism.

Xi arrived here Friday for the CICA summit and a state visit to Tajikistan.

Tajikistan is the second leg of Xis two-country Central Asia trip, which also took him to Kyrgyzstan for a state visit and the 19th Shanghai Cooperation Organization summit.

Shanghai International Film Festival kicks off with a strong line-up

The 2019 Shanghai International Film Festival kicked off on Saturday with a strong line-up of films and stars.

Over 500 films from across the globe will be showcased during this years festival, including some classics that had been restored into 4K-quality films.

On the jury line-up are well-known artists and experts, including the Turkish director and screenwriter Nuri Bilge Ceylan, the Italian director and screenwriter Paolo Genovese, the Chinese actress Zhao Tao, and Chinese film director Zhou Hao.

As the only competitive film festival in China approved by the International Federation of Film Producers Associations, the Shanghai festival has been working to provide a professional cultural exchange platform for local and overseas films. Now in its 22nd session, this years festival will run till June 24.

Premier urges support for e-commerce

Greater policy support and innovative government oversight is needed to shore up the growth of cross-border e-commerce, Premier Li Keqiang said during an inspection trip to Zhejiang province on Wednesday and Thursday.

As he visited a pilot zone in Hangzhou, the premier underlined the role of cross-border e-commerce in enabling more businesses to take part directly in international trade.

He noted that the business model is a major trend for the future development of international trade, and it will help promote the integrated development of businesses of various sizes and benefit the upgrading and branding of domestic manufacturers.

Chinas total volume of imports and exports from cross-border e-commerce reached 134 billion yuan ($19.5 billion) in 2018, up 50 percent year-on-year, according to the General Administration of Customs.

The premier also urged more efforts to encourage the private sector to boost the development of services including elderly care, day care as well as domestic services.

More work must be done to renovate old residential communities and boost the growth of community services, which will help spur investment and consumption, and create jobs, he said.

He underscored the importance of ensuring the supply of drugs that are commonly used or for emergency rescue purposes, saying that shortages of supply or random price hikes for drugs must not be allowed.

The premier also visited the Dream Village, a major hub for startups and incubators in Hangzhou.

He noted that there are stories behind each statistic in the village, and innovation and entrepreneurship have transformed the ancient village. He expressed hope that there could be more similar townships across the country to help the creation of jobs and innovation.

To make administrative services more accessible, Li said reforms must be conducted to enable the services to be accessed via one website so that the public can be saved the trouble of making trips to government offices.

PLA trains super soldiers with futuristic weapons

Equipped with futuristic individual combat weapons like grenade-launching assault rifles, corner shot pistols and knife guns, the PLA special forces are aiming to build super soldiers capable of 1 vs 10 and to meet the requirements of the digitalization of modern warfare.

The wide variety of advanced firearms is used in an internal competitive training by the Xuefeng Special Operation Brigade under the PLA 76th Group Army, cctv.com reported on Monday.

The corner shot pistol system can be used so that the muzzle points to a different direction across a wall, while the soldier aims the weapon behind the wall with the help of a monitor. In dangerous urban warfare, the system allows the operator to accurately shoot targets without exposing himself to hostile attackers, the report said.

A knife gun hides bullets inside what seems to be a knife, which can be fired in close quarters combat, the report said.

The grenade-launching assault rifle, also known as the Individual Comprehensive Operation System QTS-11, integrates the function of a rifle and a grenade launcher along with an advanced aiming module, according to the report.

With these weapons, super soldiers capable of 1 vs 10 will be created, Wei Dongxu, a Beijing-based military analyst, told the Global Times on Tuesday.

It is rare for these advanced Chinese weapons to appear at a same place, cctv.com said.

Training using these sci-fi weapons shows that related technologies are very mature, Wei said.

The weapons are made for special forces鈥?Some standard troops will also use them in the future, Wei said. But these high-tech guns will remain exclusive to elite forces for a while because of their higher cost, he predicted.

In the 1990s, the US developed the XM29 rifle that is similar in concept to the QTS-11. However, it was too expensive to win bids from the US Army, Science and Technology Daily reported.

The QTS-11, dubbed a strategic rifle by Chinese military observers despite being a tactical weapon, gained its nickname because it not only has multiple functions and provided the strongest individual firepower in the world, but is also highly digitalized with sensors, a positioning system and a data sharing system, making it a cut above other tactical weapons, media reported.

These weapons being used for basic-level combat units show the PLAs modernization and informatization level, the cctv.com report said.

Two senior military scientists won Chinas annual top science and technology award on Tuesday, receiving a prize of 8 million yuan ($1.17 million) each, greater than last years Nobel Prize amount.

Liu Yongtan, a radar expert and academician from both the Chinese Academy of Sciences and Chinese Academy of Engineering (CAE), and Qian Qihu, a defense engineering expert, who is also a CAE academician, received the 2018 State Preeminent Science and Technology Award during a conference held at the Great Hall of the People in Beijing.

Chinese President Xi Jinping, who granted award medals and certificates to the winners, shook hands with them and expressed congratulations.

The cash prize for each of the two military scientists on Tuesday was 8 million yuan ($1.17 million), 3 million yuan more than last years prize money. It is also higher than the Nobel Prize amount for 2018, which was set at Swedish kronor 9.0 million, roughly $1 million.

During the past 20 years, 31 Chinese scientists have been granted this honor, including Nobel Prize-winning pharmacologist Tu Youyou and Father of Hybrid Rice Yuan Longping.

Liu, 82, is the forerunner of Chinas first all-time, all-weather, over-the-horizon maritime early warning system that targets enemies both from sea and air, and also spearheaded the development of the nations sea-targeting radar.

Over his more than six-decade career, Qian, 81, helped establish the theoretical system for Chinas modern defense engineering theoretical system, overcoming technical difficulties for defense engineering during nuclear attacks.

What the two senior scientists have in common is they successfully applied the national defense theories they developed in present engineering practices, which substantially enhanced the countrys capability to resist external threats, Song Zhongping, a Beijing-based military expert and TV commentator, said on Tuesday.

Yangs over-the-horizon early warning radar system lays the foundation for the countrys first line of defense, which is also why the country was able to establish the Air Defense Identification Zone in the East China Sea, Song told the Global Times.

According to China Global Television Network on Tuesday, under Lius direction, Chinas first high-frequency radar system became a leader in target detection in the 1990s.

China launches preparation for 2019 conscription campaign

According to the Notice, all relevant areas throughout the country should accomplish this year鈥檚 recruitment tasks effectively and agreeably. The national conscription network will begin operation on January 10th for online military service registration, enlistment registration, policy consulting, and other affairs.

The Notice also calls for maintaining the trend with college students as the primary source of enlistment, endeavoring to achieve the goal of significantly enhancing the overall quality of new recruits, and steadily increasing the proportion of college graduates, so as to provide more quality new recruits for building a world-class military.

Additional overseas PLA bases possible

China will consider setting up new overseas support bases for its military if there are such needs, a senior Peoples Liberation Army strategist said on Wednesday.

Lieutenant General He Lei, former vice-president of the PLA Academy of Military Science, said at a Beijing news conference hosted by the State Council Information Office that whether China establishes new overseas military bases will depend on two factors.

This matter is primarily determined by whether a new base is needed to help China better fulfill missions given by the United Nations, he explained. Second, it depends on the approval of the nation where a new base should be located.

Given these two preconditions, it is possible for China to build new overseas support bases, said the officer.

He emphasized that the main role of a Chinese overseas base is to provide logistical support to Chinese units operating overseas, and not to field Chinese military forces in other countries, so people should not overinterpret this matter.

Currently, the Chinese military has one overseas facility锛峵he Djibouti Logistics Support Base, which was put into operation in August 2017.

The base, in Djibouti City, capital of the nation in the Horn of Africa, is tasked with supporting the Chinese militarys naval escort, peacekeeping and humanitarian missions in Africa and western Asia, enabling the nation to better protect the safety of international strategic maritime passages with other countries, said the PLA Navy.

It is expected to help China improve its capabilities in international military cooperation, joint exercises, emergency evacuations and overseas rescues, according to the Navy.

The United States, France and Japan also have military bases in Djibouti.

Senior Captain Zhang Junshe, a high-ranking researcher at the PLA Naval Research Academy, said at Wednesdays news conference that the Djibouti base is helpful to the Chinese Navys escort mission, which was requested by the UN.

An overseas base can conveniently resupply ships with fresh food and fuel. It also facilitates logistical work. In the past, when we had no base, our Navy had to transport components from China to replace bad parts on a ship, and it was not easy for our sailors to rest, he said.

Regarding Chinas plans for its aircraft carrier force, Zhang said the country needs at least three carriers, and that it will gradually develop its carrier force in accordance with its road map.

The PLA Navy now has one carrier in active service and is testing a second one, which is expected to soon be commissioned. A new carrier, larger than the previous two, is reportedly being built.

Chinas military major force in maintaining world peace, stability expert

BEIJING, Jan. 9 (Xinhua) — The Chinese military is an important force in maintaining the worlds peace and stability, a military expert said on Wednesday.

At a press briefing, He Lei, former vice president of the Academy of Military Science of the Chinese Peoples Liberation Army (PLA), said military relations between China and the United States could serve as the stabilizer of China-U.S. relations.

He said the two militaries should show sincerity and treat each other as friends, and the U.S. side should be positive on Chinas development as well its military.

They should uphold the principles of no conflicts and confrontations, not stir up troubles, and adhere to the one-China principle and the three joint communiques as well as the consensus reached by the two heads of states, he said.

Zhang Junshe, a researcher from the Naval Research Academy of the PLA, echoed He, saying the Pacific Ocean is vast enough to accommodate both China and the United States.

Calling freedom of navigation in the South China Sea a pseudo-proposition, Zhang said over 100,000 ships passed through the water every year, including those from countries that have disputes with China.

It is Chinas consistent stance to respect all countries navigation freedom in accordance with the United Nations Convention on the Law of the Sea, Zhang said.

A total of 31 Chinese naval fleets have escorted more than 6,600 ships in the Gulf of Aden over the past 10 years, of which more than a half are foreign commercial ships and those from the Food and Agriculture Organization of the United Nations.

The Chinese military is taking more and more international responsibilities. All other countries should view the development of the Chinese military in a correct way.

He Lei said: The Chinese military has always been committed to safeguarding national sovereignty and security and maintaining world peace.

Chinas New Oriental posts upbeat quarterly revenue, shares surge

NEW YORK, July 23 — Shares of New Oriental Education Technology Group Inc. (New Oriental), a leading provider of private educational services in China, soared on Tuesday after the company reported quarterly revenue and next-quarter guidance that topped analysts expectations.

Total net revenue increased 20.2 percent year over year to 842.9 million U.S. dollars for the fourth fiscal quarter of 2019, the company said in a statement on Tuesday. Wall Street had expected its revenue to climb 19 percent to 831 million dollars, according to Yahoo Finance.

Meanwhile, the company expects total net revenue in the first quarter of the fiscal year 2020 (June 1, 2019 to Aug. 31, 2019) to be in the range of 1.0505 billion to 1.0755 billion U.S. dollars, representing year-over-year growth in the range of 22 percent to 25 percent. Analysts had forecast the revenue outlook of 1.05 billion dollars.
