New British PM to visit Scotland amid disagreement on no-deal Brexit

LONDON, July 29 — Britains new Prime Minister Boris Johnson will make his first official visit to Scotland on Monday amid opposition to his insistence on pulling the country out of the European Union (EU) even without a deal.

Scottish First Minister Nicola Sturgeon said last week that Scotland, which voted to remain in the EU in the 2016 referendum, needed an alternative option to Johnsons Brexit strategy, as local media reported.

Scottish Conservative leader Ruth Davidson also refused to back a no-deal Brexit.

In his first speech as prime minister on July 24, Johnson pledged to bring Britain out of the EU by Oct. 31, saying no ifs, no buts. He warned that there would be a hard Brexit if the EU refused to renegotiate the withdrawal agreement.

Johnson will announce on Monday a 300-million-pound (about 371 million U.S. dollars) investment to drive economic growth in Scotland, Wales and Northern Ireland.

Four killed, 15 injured during festival shooting in Northern California

SAN FRANCISCO, July 28 — Four people were killed and 15 others injured in a shooting incident late Sunday at the annual Gilroy Garlic Festival in Northern California, Gilroy police confirmed at a press conference.

Video footage posted on social media showed that festival revelers were running in panic from the scene and seeking places to hide. At least one gunshot was heard in the video.

A witness said that the gunman was spraying bullets on people with a semi-automatic rifle.

Five victims were treated at a hospital in Santa Clara Valley, including two people suffering major trauma, after being shipped from St. Louise Regional Hospital in Gilroy, the NBC Bay Area TV channel reported.

The Gilroy Police Department cautioned the public on its Twitter account that the situation at the shooting venue was still active and advised them to find their loved ones at a reunification center newly set up at nearby Gavilan College.

There is yet no report if anyone has been arrested in connection with the incident.

Sunday was the last day of the annual three-day festival, which has attracted thousands of garlic lovers.

Premier Li urges more efforts to promote peoples health, life quality

U.S. approves possible sale of F-35B fighter to Japan

WASHINGTON, July 9 (Xinhua) — The U.S. Defense Security Cooperation Agency (DSCA) on Thursday submitted the notification to the Congress of the sale of F-35 fighter jets to Japan, which includes 42 F-35B jets able to be deployed on amphibious assault ships.

F-35B, a stealth vertical take-off and landing fight jet, could help the amphibious assault ship gain a close aggressive capability similar to an aircraft carrier.

The U.S. State Department has already approved the sale before DSCAs submission.

Besides the batch of F-35B, Japan also requested 63 F-35A jets, along with 110 Pratt and Whitney F135 engines, the DSCA said.

It is vital to U.S. national interest to assist Japan in developing and maintaining a strong and effective self-defense capability, the DSCA said, noting that the proposed sale will not alter the basic military balance in the region.

Chinas railway police step up crackdown on train fare evasion

BEIJING, July 23 — Chinas railway police authorities have stepped up efforts to crack down on the misconducts of train fare evasion, especially riding outside of the purchased distance, in a bid to maintain good transport order.

The patrol force in train stations has been strengthened by local railway police to scrutinize suspicious passengers who ride without tickets or possess several short-distance tickets, with closer monitoring of irregular ticket purchases, said the railway police department of the Ministry of Public Security Tuesday.

Railway police have also teamed up with local stations and transport departments to enhance the identity check of passengers and remain informed of any suspicious behaviors for further investigation, the department said.

Xi urges all-out rescue after SW China landslide

China mulls legislation to regulate electronic cigarettes

BEIJING, July 22 — Chinas National Health Commission (NHC) plans to regulate electronic cigarettes (e-cigarettes) through legislation in a bid to address critical concerns over the products harmful effects.

Currently, the NHC has been conducting joint research with other relevant departments on the issue, said Mao Qunan, head of the planning department of the NHC at a press conference held on Monday.

Studies have shown the aerosol generated by e-cigarettes contains toxic elements, and various additives in the products pose health risks to the users, said Mao.

Besides, the ambiguous labeling of nicotine content in e-cigarettes could result in an overdose of the unhealthy chemical, along with other potential hazards such as battery explosion, liquid leaking and burning, he said.

According to a survey released by Chinese Center for Disease Control and Prevention last year, although the rate of e-cigarette usage, also known as vaping, among Chinese people was relatively low, it already doubled that in 2015.

Particularly, the vaping rate among young people was higher than other age groups, with those aged 15 to 24 the highest, the survey said.

According to international studies, vaping tends to induce juveniles to try traditional cigarettes, which will accelerate the trend toward a younger smoking population, said Mao.

In light of their risks and negative impact on juveniles health habits, e-cigarettes should be regulated more strictly, said Mao, adding that such awareness should be also raised among the public, especially among parents and schools, to protect juveniles from vaping.

Shanghai to build unified volunteering information platform

SHANGHAI, July 22 — Shanghai will further regulate its volunteer service by making amendments to existing rules and establishing a unified volunteering information platform.

According to the draft amendment, the city will strengthen data management of volunteer information, increase incentives and improve social security for volunteers, and prevent some volunteer service from ending up as a catspaw for commercial purposes.

Shanghai so far has several volunteering information platforms running, with no interconnection between each one, which leads to duplicate records of registration and data input.

The unified information platform is expected to integrate information and data resources related to voluntary services in Shanghai with unified collection, management and sharing.

To improve the incentive mechanism for volunteers, the draft amendment also stipulates specific preferential measures for volunteers with a good record of voluntary service, including priorities in volunteering, receiving social security and medical treatment, and enjoying public employment services.

Shanghai has seen booming volunteer service over the past few years, with 4.13 million registered volunteers on the Shanghai Volunteer platform and 1.07 million on Youth Shanghai at present. The city now has 231 volunteer service organizations.

McDonalds to phase out plastic straws in China

SHANGHAI, June 30 (Xinhua) — The Shanghai-headquartered McDonalds China said on Tuesday that it has decided to phase out the use of plastic straws in China, which will reduce plastic consumption by an estimated 400 tonnes each year.

Diners can enjoy cold drinks directly through McDonalds new type of cup lids.

The new initiative has been launched in nearly 1,000 McDonalds outlets in Beijing, Shanghai, Guangzhou, and Shenzhen, starting from Tuesday, and is expected to cover other outlets across the Chinese mainland by 2020, the company said.

McDonalds has been contributing to plastic reduction since 2007 by using paper takeout bags, paper McFlurry cups, and smaller cutlery.
