Legal professionals of Hong Kong deplore damage of legal system by illegal gatherings, violence

HONG KONG, July 29 — Violent protesters organized illegal gatherings and even attacked police officers in Chinas Hong Kong Special Administrative Region (HKSAR) at the weekend. Members of the Hong Kong legal profession deplored these radical acts, which they say have sabotaged the social peace and challenged the legal system.

The legal professionals called upon all members of the society to show support for the Hong Kong Police Force in maintaining the rule of law, so as to restore the social order as soon as possible.

CHALLENGE OF LAW NEVER TOLERATED IN ANY SOCIETY

The protesters have been deliberately breaking the law during the past two days as the police have clearly objected to the application for the public processions and the Appeal Board on Public Meetings and Processions have also rejected the relevant appeal, said Tony Kan Chung Nin, a member of the National Committee of the Chinese Peoples Political Consultative Conference and founding chairman of the Association of Hong Kong Professionals.

In any country or region, if people dont obey the law, the society will fall into chaos, he said, expressing fury at the Hong Kong opposition camp which has been trying to find excuses for the law-breaking behaviors.

Every Hong Kong citizen should obey the law in Hong Kong. The gatherings during the weekend were illegal and nobody should ever have participated in the processions, said Jimmy Ng Wing-ka, a member of the Legislative Council of the HKSAR.

The violent protesters have broken many law items, including criminal damage, arson, unlawful assemblies, riot, obstructing police officers execution of duties, assaulting police officers, fighting in a public place, with some serious violations carrying life imprisonment, said Lawrence Ma, chairman of the Hong Kong Legal Exchange Foundation.

Violence has been escalating during the past month with some people even carrying assaulting weapons. Violence has been overriding the law and is developing into extreme violence, said Maggie Chan Man Ki, solicitor and founding president of the Small and Medium Law Firms Association of Hong Kong.

Some violent radicals have stormed government buildings and assaulted law enforcers, crossing the bottom line of peace, seriously threatening the public security and rule of law in Hong Kong and severely challenging the one country, two systems in Hong Kong. These acts should never be tolerated by Hong Kong and the country and should be strongly condemned, said Albert Wu, a practising barrister in Hong Kong.

The rule of law and spirit of law-abiding have been the key to the long-term peace and prosperity of Hong Kong, said Raymond Li, a trainee solicitor in Hong Kong. Born in Hong Kong and having lived here for 30 years, he said every person who loves Hong Kong feels sorrowful that law-breaking behaviors have been taking place in Hong Kong.

The Hong Kong society has become less civilized and people now are not valuing rational communication as before. Nowadays whoever is more violent becomes the boss. This should never be tolerated, he said.

He called upon all Hong Kong lawyers and Hong Kong citizens to support Hong Kong police in decisively enforcing the law and arresting all law breakers in accordance with the law.

OPPOSITION CAMP BLAMED FOR ENCOURAGING, CONNIVING SABOTAGE OF RULE OF LAW

Lawrence Ma expressed sorrow for the undermining of Hong Kongs rule of law, saying, Hong Kong, renowned for discipline and rule of law, has been harassed by the bunch of mobs for quite a time. It is a disgrace to Hong Kong.

Jimmy Ng said that acts of the illegal protesters have been damaging Hong Kongs legal system and rule of law.

Knowingly breaking the law would spoil the confidence of Hong Kong residents and the international community in the rule of law of the region, he said.

Ng also blamed the spread of illegal acts on the opposition camp. The opposition, according to Ng, has two motives in defending the illegal rallies: firstly, it eyes elections, hoping to rake in more votes; secondly, it is always keen to challenge the government.

Behind the scene of the demonstrations, they (the opposition politicians) stir up and help boost the violent protesters confidence, said he.

Recalling the remarks made by some opposition leaders during the past over one month, Maggie Chan said the comments from the opposition legislators have whitewashed violence, helping it escalate step by step to the level of the committing of arson and possession of assaulting weapons.

I think those opposition legislators who encourage violence must be held accountable for these violent incidents, she said.

The illegal demonstrations are not merely targeting the proposed amendments to the Fugitive Offenders Ordinance and Mutual Legal Assistance in Criminal Matters Ordinance, but also the administration of the SAR and the principle of one country, two systems, she opined.

Chan called for more support to police enforcement of the law and zero tolerance of illegal acts.

Law and politics are both important. Any political appeals must be made within the framework of the law, she said.

Raymond Li was furious about the oppositions agitative political rhetoric to instigate the youth to stage illegal protests and commit violence.

He said that the government and the whole legal profession, on the one hand, must sternly condemn the violent acts, and on the other hand must swiftly sue the suspects according to the crime ordinance.

HONG KONG PEOPLE SHOULD SUPPORT POLICE IN DEFENDING RULE OF LAW

Speaking highly of the performance of the Hong Kong Police Force, Tony Kan said they have exercised restraint and refrained from excessive use of force and escalation of the conflicts.

The Hong Kong police are very rational and professional in enforcing the law, he said, suggesting that the police now are totally justified to boost the use of force when facing violent assaults.

Echoing Kan, Jimmy Ng said that while being attacked by violent protesters, the police had issued warnings before taking necessary and appropriate measures of force.

He praised the police for their hardworking and firm attitude, saying, Many police officers had to be on duty for more than 10 hours a day under such difficult circumstances to uphold social peace and stability.

The whole society should express gratitude to the police for their wholehearted devotion and professionalism, Maggie Chan said, noting that the police are an important force to maintain social stability under the principle of one country, two systems.

She called on Hong Kong citizens to give full support to the police in strictly enforcing the law, noting that when violent acts escalate, it is even more necessary for the police to fulfil their duties in the utmost efforts in order to bring all offenders to justice.

Hailing the performance of the Hong Kong police, Raymond Li expressed the hope that the police will stand up to the pressure and perform their duties in accordance with the law.

Li also called on the Hong Kong people to support the police with actions to help safeguard Hong Kongs peace and stability.

Xi sends congratulatory letter to Kubuqi International Desert Forum

BEIJING, July 27 — Chinese President Xi Jinping sent a congratulatory letter to the 7th Kubuqi International Desert Forum, which opened Saturday in the city of Ordos in north Chinas Inner Mongolia Autonomous Region.

Xi called for concerted efforts from the international community to enhance international cooperation on combating desertification, promote global environmental governance, and ensure full implementation of the 2030 Agenda for Sustainable Development.

China has placed great emphasis on building an ecological civilization and made great headway in the prevention and control of desertification, Xi said in the letter.

Containing desertification in the Kubuqi desert offers Chinas experience in environmental treatment as well as achieving the 2030 Agenda goals, he said, adding that the country actively promoted the alignment between international cooperation on the Belt and Road Initiative and the implementation of the 2030 Agenda.

Poverty-relief relocation brings happiness for Xinjiang herders

URUMQI, July 26 — Sitting in her spacious new home in a community called happiness, Gulnur Yusup is quite content with her life.

I never imagined living in a big house like this, said the mother of three. Without the government relocation program, my family would probably still be herding sheep in the mountains.

For Gulnur, her life as a herdswoman is not a distant memory. Barely three years ago, her family was still leading a nomadic life in the mountainous county of Wuqia in Kizilsu Kirgiz Autonomous Prefecture, located in the far west of northwest Chinas Xinjiang Uygur Autonomous Region.

They had to move from place to place to wherever there would be water and grass for sheep and cattle, just as their ancestors of Kyrgyz ethnicity have done for centuries. Their income came solely from herding and barely met their basic living needs.

Gulnur recalled that her familys old house was generally dilapidated — the roof would leak when it rained, and the lack of heating made the freezing winters on the Pamir Plateau especially hard to bear.

But what concerned Gulnur most in those days was her childrens education, as they had to travel more than 30 km on bumpy roads to the nearest primary school.

When the county government launched the relocation project in 2016, we were more than glad to move down the mountain, she said.

Gulnurs family, along with 135 households of Kyrgyz herders, moved to a resettlement site in Baykurut Village near the China-Kyrgyzstan border that year. Each family was granted an apartment with central heating, gas, tap water and cable TV.

Gulnur decorated the new apartment with bright-colored Kyrgyz-style carpets and tapestries. On the walls of her living room hang a whip, a Kyrgyz-style fur hat and a komuz, a traditional Kyrgyz string instrument.

All the decorations are reminders of our Kyrgyz traditions, Gulnur said.

The resettlement site, called Happiness Community, is also equipped with all sorts of infrastructure including a clinic, a kindergarten, a primary school and an activity center.

Now Gulnurs youngest son only needs to walk for 10 minutes to attend classes at the primary school, which provides free meals and boarding for all its students.

Besides better living conditions, the relocated families were also offered free sites to start their own businesses.

The families mainly run restaurants and grocery stores to serve a large number of tourists visiting the area and truck drivers transporting goods across the national border, according to Tangnur Ahun, Baykuruts village chief.

However, Gulnur preferred to be a full-time housewife and leased her store to a fellow villager, which brings in about 12,000 yuan (1,745 U.S. dollars) for her family a year. Gulnurs husband now works in a nearby warehouse and earns more than 3,000 yuan a month.

Our life has never been better. I would never think about returning to the old lifestyle, Gulnur said.

The Kyrgyz herder families are not an exceptional case in Xinjiang. To fulfill the mission of eradicating absolute poverty by 2020, the region has been helping impoverished farmers and herders move from mountainous regions and desert hinterland to resettle in plains and oases.

The regional authorities said that as of the end of 2018, a total of 140,000 poverty-stricken people in the region were relocated. Another 21,000 people will be relocated this year.

China to improve health conditions of primary, middle school students

BEIJING, July 26 (Xinhua) — China will launch a campaign to improve the health conditions of its primary and middle school students, the Ministry of Education said Friday.

More physical education classes will be arranged for the students, said Wang Dengfeng, an official with the ministry, at a press conference.

Wang added that other measures include relieving the study pressure on the students and helping them cultivate healthy habits.

Overweight and short-sightedness are increasingly prominent problems for Chinese students. About 53.6 percent of Chinese children and teenagers suffered from short-sightedness in 2018.

Wang noted that the prevention and control of short-sightedness are among the major targets of the campaign, adding that measures including improving lighting conditions for the students will be adopted.

Chinas bulk commodity market growth eases in June

BEIJING, July 5 (Xinhua) — Chinas bulk commodity market saw slower growth in June amid shrinking sales, industrial data showed.

The China Bulk Merchandise Index (CBMI), a gauge of domestic bulk commodity market growth, stood above the boom-or-bust line of 100 percent at 105.2 percent in June, down 0.7 percentage points compared with May, according to the China Federation of Logistics and Purchasing (CFLP).

The sub-index for bulk commodity sales expanded slower in June compared with the previous month, while the sub-indices for supply and stocks grew faster, pointing to oversupply in the market and weak activities in the slack season.

The market is expected to be faced with greater downward pressure this month as ongoing heat waves in July weigh down demand, the federation said.

However, the CFLP predicted that the weakening of the domestic bulk commodity market will be limited as the economy remains on the path to recovery and pro-growth policies will drive up demand.

In June, Chinas purchasing managers index for the countrys manufacturing sector ticked up to 50.9 from 50.6 in May, staying above the boom-bust line of 50 for the fourth month in a row.

China urges France to make independent choices over 5G network

BEIJING, July 6 (Xinhua) — China on Monday urged France to make independent choices over 5G network construction that serve its own interests, and provide an open, fair, just and non-discriminatory business environment for all companies including Chinese ones.

Foreign Ministry spokesperson Zhao Lijian made the remarks at a daily press briefing when commenting on media reports that Huawei will be allowed to access Frances 5G network, but will only get limited license.

We hope France can uphold an objective and fair attitude, respect market rules and the will of enterprises, make independent choices that serve its own interests, and take concrete actions to provide an open, fair, just and non-discriminatory business environment for all companies including Chinese ones, Zhao said.

He noted that the French government had said publicly on many occasions that it would not take discriminatory measures against specific countries or companies on 5G-related matters, let alone exclude Huawei.

China always believes that 5G technology is a frontier technology that leads the fourth Industrial Revolution and offers a valuable platform, and the development and utilization of 5G in a globalization era happens naturally as all countries undertake extensive consultation and joint contribution for shared outcomes, he added.

Chinas Guizhou targets 10-pct growth of digital economy in 2020

GUIYANG, July 6 (Xinhua) — Southwest Chinas Guizhou Province, the countrys first comprehensive big data pilot area, has set an annual growth target of about 10 percent for its digital economy this year, according to a recently released action plan.

The province also plans to invest 12 billion yuan (about 1.7 billion U.S. dollars) in information infrastructure and 9.2 billion yuan in key digital economy projects in 2020.

Guizhous number of enterprises in the digital economy is expected to reach 40,000 by year-end, the action plan said.

Hu Jianhua, deputy head of the provincial big data development administration, said Guizhou will continue to provide cloud services for enterprises and promote the intelligent transformation and digitalization of phosphorus chemicals, liquor, coal and other traditional industries.

Guizhou has stepped up efforts to promote big data development in recent years. As a batch of projects including Huawei and Tencent data centers have been built and put into operation, the number of major data centers in the province has increased to 17.

Hong Kong stocks surge for 3 trading days on improved business environment

HONG KONG, July 6 (Xinhua) — Hong Kong stocks have gained for three trading days in a row as buying and selling remained robust, pointing to improving investor confidence in Hong Kong business environment.

The benchmark Hang Seng Index surged 3.81 percent, or 966.04 points, to 26,339.16 points on Monday.

The Law of the Peoples Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region took effect Tuesday and the market responded positively, experts said.

The turnover on Monday rose to 250 billion Hong Kong dollars (32.25 billion U.S. dollars), marking a new high in more than two years and showing strong momentum of the market, Yang Yuchuan with Prime China Securities said.

Observers said a better-than-expected mainland economy also made mainland and related markets more attractive to global funds.

Major stocks posted strong performance. Hong Kong Exchanges and Clearing Ltd rose over 2 percent to 353.4 Hong Kong dollars, and CK Asset Holdings Ltd went up over 3 percent to 49.2 Hong Kong dollars. Bank of China (Hong Kong) Ltd rose over 4 percent to 3.16 Hong Kong dollars.

First container train from Chinas Wuhan arrives in Kiev, important step towards further cooperation, say officials

KIEV, July 7 (Xinhua) — The first direct container train, which left the central Chinese city of Wuhan on June 16, arrived in Kiev Monday, opening up new opportunities for China-Ukraine cooperation, said Ukrainian officials.

Todays event has important symbolic significance for Sino-Ukrainian relations. It means that future cooperation between China and Ukraine within the framework of the Belt and Road Initiative will become even closer, said Chinese Ambassador to Ukraine Fan Xianrong during a ceremony to mark the train arrival here.

Ukraine will show its advantages as a logistics center connecting Europe and Asia, and Sino-Ukrainian economic and trade cooperation will become even faster and more convenient. All this will bring even more benefits to the peoples of the two countries, he said.

Ukraines Infrastructure Minister Vladyslav Kryklii, who also attended the ceremony, said this is the first step of regular container transportation from China to Ukraine.

This is the first time that Ukraine has not just been used as a transit platform for container transportation from China to Europe, but acted as the final destination, said Kryklii.

Ivan Yuryk, acting head of Ukrainian Railways, told Xinhua that his country plans to expand the route of the container train.

We have big expectations as to this container route. We can receive (trains) not only in Kiev but also in Kharkiv, Odessa and other cities, said Yuryk.

For now, weve made plans with our partners about one train per week. Its a reasonable volume for a start, said Oleksandr Polishchuk, first deputy head of Liski, a branch company of Ukrainian Railways that specializes in intermodal transportation.

One time per week allows us to improve the technology, work out necessary procedures with customs and controlling authorities, as well as with our clients, Polishchuk said.

The official added that one train can transport up to 40-45 containers, which adds up to a total of 160 containers per month. Thus Ukraine will receive up to 1,000 containers till the end of this year.

In 2019, China became Ukraines most important trading partner, said Ukrainian economist Olga Drobotyuk in a recent interview with Xinhua. The launch of such trains can help to further expand and strengthen trade, economic, political and cultural cooperation between the two countries.
