Shanghai designates downtown open road for self-driving vehicles testing

SHANGHAI, July 11 (Xinhua) — Shanghai announced on Saturday to allow road testing of self-driving vehicles on a 30.6-km downtown open road in the citys Pudong New Area.

This is the first open road for self-driving vehicle testing in downtown area of a megacity in China. Shanghai had previously designated several open test roads in Jiading, Lingang and Fengxian areas in the suburbs.

According to the Jinqiao administration bureau of the Shanghai pilot free trade zone in Pudong, smart roads will be built in the future for coordinated testing of roads and self-driving vehicles.

Yang Ye, director of the bureau, said that in the future, the Jinqiao area will promote the opening of all roads for self-driving vehicles.

Jinqiao, home to SAIC-GM, is a high land of the automotive industry. It also hosts Shanghais first 5G industrial park for the 5G commercialization including developing self-driving vehicles.

Chinese researchers develop new gene editing system

WASHINGTON, July 10 (Xinhua) — Chinese researchers have developed a new far-red light (FRL)-activated system that can robustly induce gene editing in both mammalian cells and mice, according to a new study published on Friday.

Through light-emitting diode-based FRL illumination, the split-Cas9 (FAST) system can efficiently edit genes, including nonhomologous end joining and homology-directed repair, for multiple loci in human cells, according to the study published in Science Advances.

The team, led by Haifeng Ye, researcher at the Institute of Biomedical Sciences and School of Life Sciences, East China Normal University, found the FAST system readily achieves FRL-induced editing of internal organs in tdTomato reporter mice.

FAST was demonstrated to achieve FRL-triggered editing of the PLK1 oncogene in a mouse xenograft tumor model, according to the study.

The study has demonstrated how FAST system can be deployed for programmable deep tissue gene editing in both biological and biomedical contexts toward high precision and spatial specificity, according to the researchers.

Chinese self-driving start-up approved for open-road tests

GUANGZHOU, July 10 (Xinhua) — Chinas smart mobility company WeRide announced on Friday that it has obtained government approval to conduct test runs of its self-driving vehicles on open roads in Guangzhou, south Chinas Guangdong Province.

The Guangzhou-based company said the test runs will be completely driverless, meaning no safety personnel will be on board to take over the steering wheel if the needs arise.

Instead, the current test road, located on the Guangzhou International Biology Island, is fully covered by the 5G network, and this allows the company to control the vehicles remotely under special circumstances.

The start-up company, which has L4-class autonomous driving technologies, last year rolled out self-driving taxi services in Guangzhou, with each journey overseen by a safety supervisor.

Over a dozen Chinese cities, including Beijing, Shanghai and Shenzhen, have been approved to conduct road tests for self-driving vehicles. In Guangzhou, at least six companies have been approved to conduct road tests of their intelligent connected vehicles.

U.S. tech restrictions risk losing Chinese market

NEW YORK, July 10 (Xinhua) — The U.S. government has constantly tightened its technological restrictions on China over the past few months, despite widespread concern that such moves would disrupt the global supply chain.

While these sanctions may bring some difficulties to Chinas high-tech development, they will also cost U.S. tech companies heavily and risk losing the Chinese market, which has the potential to be the worlds biggest one.

On June 30, the U.S. Federal Communications Commission designated Huawei and ZTE, both Chinas leading telecommunications enterprises, as national security threats and banned rural carriers from buying equipment and services from them with government funds.

On May 15, the U.S. Department of Commerce (DOC) amended the so-called Direct Product Rule to restrict sales of any products using even a minimal portion of U.S.-origin technologies to Huawei and its affiliates. One year earlier, the DOC included Huawei in a blacklist of entities, requiring U.S. firms to get ratification from the government before selling products to the company.

Now the United States has gone even further to impose visa restrictions for Chinese students and visiting scholars, and launched tougher investigation into Chinese-American scientists working in the high-tech sector.

The United States has also pressed or even threatened other countries to stop cooperating with Huawei on 5G, trying to build a global blockade to choke the global leader in 5G technologies and impede Chinas high-tech development.

Doing so, the U.S. side often cites national security threats from Chinese products, which is unfounded and biased, as there has never been credible evidence for such claims. On the contrary, there are plenty of cases where the United States using its tech advantages to spy on the world, including leaders of its ally countries.

The U.S. tech restrictions target any foreign firms who pose challenges to the countrys tech advantages, and their tactics could be extremely unscrupulous when necessary.

The French conglomerate Alstom was one victim in 2013, when it was charged with bribery crimes, fined heavily by the U.S. Department of Justice, and forced to restructure with the most important part of its business being acquired by an American company, just because it was poised to challenge Americas leading position in the same business areas.

There is no doubt that the U.S. tech restrictions will severely impact the normal operations of Huawei and other Chinese companies, as well as disrupt the global supply chain. An abrupt ban on supplies will also cost U.S. high-tech enterprises substantially.

It should be noted that no enterprise in the supply chain is impervious to the restrictions, including American firms. A recent report by Boston Consulting Group found that if the United States fully bans semiconductor exports to China, U.S. semiconductor companies could lose 18 percent of the global share and 37 percent of their revenues in three to five years.

Even if the United States only maintains the restrictions already in force, U.S. companies could lose 8 percent of the global share and 16 percent of their revenues, according to the report.

The DOCs latest ban on Huawei has been widely questioned by American industry groups, warning that the ban will seriously harm American chipmaking industry.

Doug Jacobson, an international trade lawyer, was quoted in media reports as saying that the move would have a far more negative impact on U.S. companies than it will on Huawei, because Huawei will develop their own supply chain, and will eventually find alternatives.

China firmly opposes U.S. irrational crackdown on Chinese enterprises, and tries to seek solutions in the spirit of international cooperation and distribution.

Andrew Polk, an economist at consulting firm Trivium, believed that putting Huawei on the entity list accelerated Chinas tech rise. It is going to ultimately prove the moment we lit a fire under China. And its not going to kill Huawei. Its going to do the opposite, Polk was quoted by Quartz in 2019 following the U.S. blacklisting of Huawei.

It should be noted that U.S. sanctions will only motivate Chinese enterprises innovation ability. There are more and more reports that Chinas leading tech companies have been sharply increasing investment in developing semiconductor.

With a population of 1.4 billion and fast-growing consumer capacity, China boasts a huge market for almost every industry, especially high-tech industries. The U.S. bigoted practices against China risk losing the Chinese market in the long run.

Scientists develop AI model for quick cancer detection

NANJING, July 11 (Xinhua) — Using artificial intelligence (AI) technologies, an international research team led by Chinese scientists has developed a rapid and accurate screening model to detect lymph nodes, which can assist doctors in cancer treatment.

Lymph nodes are the human immune systems first line of defense, protecting people from illnesses and virus infections. In the human body, lymph nodes are hundreds of small, round or bean-shaped glands that gather in the neck, armpit, abdomen and groin.

Cancer that starts in another part of the body and spreads to the lymph nodes is called metastasis, which is important for clinicians to judge the development of cancer.

However, the current MRI screening methods are time-consuming and can not identify all the lymph nodes in the scan regions, lowering the detection accuracy.

A single lymph node occupies less than one-thousandth of an MRI sample, and it is easily confused with blood vessels and other tissues, said lead researcher Gao Xin, of the Suzhou Institute of Biomedical Engineering and Technology under the Chinese Academy of Sciences.

Even an experienced radiologist has to spend three to 10 minutes examining lymph nodes on one sample, and each case needs approximately 20 samples.

For small lymph nodes with a diameter of less than 5 mm, the detection accuracy is always less than 70 percent, Gao added.

Based on MRI image data selected from 293 patients with rectal cancer at the Sixth Affiliated Hospital of Sun Yat-Sen University from 2013 to 2016, researchers developed the AI-assisted screening model. This turned detection experiences, accumulated by experts, into algorithms. The AI can detect the lymph nodes by a higher percentage, with only 1.37 seconds on each sample. This is 100 times faster than human detection.

The researchers tested the AI model in patients at four medical centers in Guangzhou, Beijing, Suzhou and Guizhou, and compared its results with those of four Chinese radiologists, specializing in gastrointestinal diseases. The results showed that it can accurately identify 3-mm-diameter lymph nodes with a detection accuracy of 80 percent.

The results were recently published in the journal EBioMedicine under The Lancet. Researchers from the University of Wisconsin School of Medicine and Public Health also participated in the study.

The AI model can also be used to detect metastatic cancers in other human organs or tissue, according to Gao.

We believe the AI-assisted screening model can save a great deal of manual labor and improve clinical efficiency, which will benefit more patients, said Gao.

Indias 2nd moon mission completes 5th and final earth-bound orbit

Indias second moon mission, or Chandrayaan-2, successfully completed its fifth and final earth-bound orbit and is on its journey towards the moon, the Indian Space Research Organization (ISRO) said on Tuesday.

The mission was launched on July 22.

Fifth Earth bound orbit raising maneuver for Chandrayaan-2 spacecraft has been performed successfully today at 1504 hours as planned, using the onboard propulsion system for a firing duration of 1041 seconds. The orbit achieved is 276 x 142975 km, ISRO said.

All spacecraft parameters are normal, it said, adding the next maneuver is Trans Lunar Insertion (TLI), which is scheduled on August 14 between 0300 – 0400 hours.

Two days ago Chandrayaan-2 had sent the first set of pictures of the earth.

The spacecrafts Lander and the Rover are expected to touch down near the Lunar South Pole in early September.

The nearly 150 million U.S. dollars worth of moon mission aims at gathering data on water, minerals and rock formations on the lunar surface.

China calls on India, Pakistan to avoid escalating tensions in Kashmir

BEIJING, Aug. 6 (Xinhua) — India and Pakistan should refrain from taking actions that will unilaterally change the status quo and escalate tensions in Kashmir, a Chinese foreign ministry spokesperson said Tuesday when responding to a relevant question.

The Indian and Pakistani troops recently crossed fire and shelled each other several times near the Line of Actual Control in Jammu Kashmir. India has sent a large number of additional paramilitary troops to India-controlled Kashmir and intensified security measures. There is rising tension in the region. India also announced the removal of the special statusof India-controlled Kashmir.

Voicing Chinas serious concern over the situation in Kashmir, spokesperson Hua Chunying said that Chinas position on the Kashmir issue is clear and consistent. It is an international consensus that the Kashmir issue is an issue left from the past between India and Pakistan.

China urges relevant parties to do more to ease tensions on Korean Peninsula

As an ancient Chinese litterateur wrote, “Time stops for no one, and the seasons keep changing.” Over half of 2019 has passed in the blink of an eye, and the major country diplomacy with Chinese characteristics has kept cleaving waves and forging ahead under the guidance of Xi Jinping Thought on Diplomacy.

During the past half-year, the country has made remarkable achievements in win-win cooperation one after another, constantly writing new chapters of building a new type of international relations and a community with a shared future for mankind.

The busy schedule of Chinese President Xi Jinping in the first six months of this year reflected the vision and open-mind of a leader of a major country.

Selecting Italy, Monaco and France as his first overseas destinations this year, the Chinese President has opened new space for the construction of the Belt and Road Initiative (BRI) and injected fresh impetus to China-Europe comprehensive strategic partnership.

In the following April and May, three major diplomatic events, including the Second Belt and Road Forum for International Cooperation, International Horticultural Exhibition 2019 Beijing, and Conference on Dialogue of Asian Civilizations, were hosted in China, attracting nearly 50 heads of state, government chiefs and leaders of international organizations. The Second Belt and Road Forum for International Cooperation, as a significant diplomatic event hosted by China in 2019, delivered 283 items of practical outcomes and reached cooperation agreements worth more than $64 billion, thus ushering in a new stage of the high-quality construction of the BRI.

During Xi’s state visit to Russia this June, which was his eighth to the country after being elected as Chinese President in 2013, he and his Russian counterpart jointly declared that the two countries would upgrade their relations to a comprehensive strategic partnership of coordination for a new era.

This year marks the 70th anniversary of the establishment of diplomatic ties between China and the DPRK, and Xi’s first state visit to the DPRK since he took office as Chinese president and General Secretary of the Communist Party of China (CPC) Central Committee came just at this critical period of history.

During the visit, the two countries agreed that they would stay true to their original aspirations and join hands to create a bright future of inter-party and inter-state relations at a new starting point in history.

The fruitful achievements of China’s diplomacy signified the international community’s increasing approval and support for China.

It is widely agreed that instead of adopting the selfish philosophy of “me-first” policy and pursing a zero-sum game that result in the win of one party and the loss of the other, China integrates its own development into the development of the world and endeavors to seek universally beneficial and win-win results through its positive interaction with various countries.

Central government strongly condemns flag-insulting acts by radicals in Hong Kong

BEIJING/HONG KONG, Aug. 4 — A central government spokesperson on Sunday strongly condemned the egregious acts of flinging the Chinese national flag into the sea committed by some radical protesters in Hong Kong.

Black-clad, masked protestors removed the Chinese national flag from a flagpole in Tsim Sha Tsui and later flung the flag into the water Saturday, said the spokesperson for the Hong Kong and Macao Affairs Office of the State Council.

The acts have seriously violated the National Flag Law of the Peoples Republic of China and the National Flag and National Emblem Ordinance of the Hong Kong Special Administrative Region (HKSAR), said the spokesperson. Their conduct has blatantly offended the state and national dignity, wantonly trampled on the bottom line of the one country, two systems principle, and greatly hurt the feelings of the entire Chinese people, including Hong Kong compatriots.

The spokesperson expressed strong indignation over the acts.

We firmly support the HKSAR police and the judicial organs in decisively enforcing the law, strictly administering justice and bringing offenders to justice as soon as possible, said the spokesperson.

The ugly flag-insulting acts by a very small number of radicals showed once again that they have gone far beyond the realm of free expression and slipped into the abyss of criminality, said the spokesperson, stressing the acts must be severely punished in accordance with the law, without leniency.

The Liaison Office of the Central Peoples Government in the HKSAR also strongly condemned the illegal acts of insulting the Chinese national flag and challenging national sovereignty by some radicals in Hong Kong.

Their acts are another public provocation against the state dignity after some radical protesters besieged the building of the liaison office and defaced the national emblem on July 21, the office said in a statement.

Such lawless evil deeds must be severely punished in accordance with the law, the office said.
