Chinese State Councilor stresses flood control efforts

HARBIN, Aug. 2 (Xinhua) — Chinese State Councilor Wang Yong has called for all-out efforts to prepare for flood control and disaster relief so as to minimize potential losses.

Wang, also head of the State Flood Control and Drought Relief Headquarters, made the remarks during his inspection tour recently in northeast Chinas Heilongjiang Province, where he inspected preparation work for flood control.

Noting that flood control work in the northeast is in a grave situation due to recent continuous rainfall, Wang urged for efforts to strengthen risk prevention and ensure the safety of peoples lives and property.

Wang called on relevant authorities to ensure that alarm systems work effectively and smoothly.

He also noted that work should be done to guarantee the water supply in areas suffering from drought.

Young Chinese embrace a slash career

SHANGHAI, Aug. 2 (Xinhua) — After landing, flight attendant Gan Yaojun immediately starts up his phone camera, immersing himself in his second career — teaching netizens how to keep fit and dress fashionably.

I chose to become a flight attendant because I wanted to travel around the world. But after I started working, I found that I could only travel on the same routes over and over again, 28-year-old Gan said, defining himself as a flight attendant/fashion blogger.

Gan is among the slashie generation who find career fulfillment through juggling multiple jobs and titles.

Despite the limitations of his job, he did not simply choose to quit. Instead, he turned his hobby into a side business by taking photos and making short videos to teach young men how to skateboard, exercise and match clothes.

At present, Gan has more than 40,000 followers on social networking platform Xiaohongshu. One of his videos which teaches boys how to roll up their trousers has more than 3,000 likes.

Reading positive online comments after work is the happiest part of my day. My second job makes me feel fulfilled and become a better person, he said.

In the past, Gan was reluctant to get out of bed during breaks. Now for his blogs, he has to go to the gym regularly and shoot videos. I have become more energetic and motivated, he said.

The number of people with slash careers in China has exceeded 80 million, with highly educated youth becoming the main force, according to a joint survey released by thinktank Tsingyan Research and several other organizations.

However, its popularity has raised concerns from critics, who argue that multiple roles risk undermining the performance of slashies in their full-time jobs.

It is not the case for Xue Zhenni, 34, who has adopted a slash career and struck a balance between multiple side jobs.

My second identity as a tour guide has even promoted my first job — a human resources administrator, Xue said, adding that she could build up interpersonal communication skills and adaptability, and maintain curiosity and effectiveness, which are all skills related to her first title.

Many people who opt for a slash career note that multiple side jobs can give them greater discipline and creativity, and hone different skills.

I agree with the idea of focusing, but I dont think its necessarily limited to a certain skill; otherwise, you may risk becoming outdated in this changing society, said 26-year-old Chen Yanyu, a financial planner/music blogger/psychological counselor.

Yang Xiong, director of the Institute of Youth and Juvenile Studies at Shanghai Academy of Social Sciences, said the Chinese economy is transitioning from high-speed growth to high-quality development. It requires a higher level of professionalism and more skills for young people in order to adapt to the changes.

Yu Hai, a professor at Fudan University, believes that slash careers reflect the hobbies and nature of the slashies.

When you are working, you invest not just your time and energy but also your emotions. And if you can secure a career you love, your emotions will not be exhausted, and you will not be prone to burnout, Yu said.

Yu believes that the emergence and popularity of slash careers is making people aware of the diversity of employment choices.

Even if you dont like your current job, you dont have to complain or be depressed. You still have opportunities to explore in more fields, Yu said.

Hainan issues first temporary driving license for foreigners

HAIKOU, Aug. 2 (Xinhua) — South Chinas island province Hainan issued its first temporary driving license for foreigners on Thursday, allowing applicants to obtain such permits without medical examination.

On Thursday morning, Mettia Melillo, a tourist from Italy, received his temporary driving permit at Sanyas Phoenix International Airport, the first such permit issued to a foreigner in Hainan.

It only took Melillo five minutes to get the one-year license, after he submitted his inbound and outbound identity documents, his original driving license as well as the translated document, and two one-inch photos.

In order to facilitate the travelling and living of foreigners and residents from Chinas Hong Kong, Macao and Taiwan in Hainan, the Ministry of Public Security rolled out a policy in a pilot program in July to streamline the driving permit application procedure.

According to the new policy that took effect on Aug. 1, foreigners and people from Hong Kong, Macao and Taiwan can be exempted from physical examinations while applying for temporary driving permits.

More traffic management service stations will be set up at harbors and ports across the city of Sanya, and online applications will be introduced to facilitate the process of temporary driving permits for foreign visitors, according to the municipal public security bureau.

Foreign teacher jailed for child molestation in China

QINGDAO, Aug. 2 (Xinhua) — A court in the city of Qingdao, eastern Chinas Shandong Province, on Friday sentenced a foreign kindergarten teacher to five years in prison for child molestation.

The 34-year-old man, named Mayorga Heredia Daniel Oswaldo, was convicted of molesting a child in a kindergarten in Shibei District of Qingdao on Jan. 25 this year, according to a statement by the Peoples Court of Laoshan District in Qingdao.

The court said the teacher will be deported after serving the jail term.

The court statement did not specify the nationality of the teacher.

China reports 2,118 deaths from infectious diseases in June

BEIJING, Aug. 2 (Xinhua) — A total of 2,118 people died of infectious diseases on the Chinese mainland in June 2019, official data showed.

According to the National Health Commission, there were 964,457 cases of infectious diseases reported on the mainland in June.

One case of cholera was reported, and no cases of plague were reported. No fatalities caused by these diseases have been reported, the commission said.

Cholera and the plague are classified as Class A infectious diseases, the most serious classification in Chinas Law on the Prevention and Treatment of Infectious Diseases.

A total of 319,934 cases were classified as Class B infectious diseases, resulting in 2,105 deaths. Viral hepatitis, tuberculosis, syphilis, dysentery and scarlet fever accounted for 91 percent of these cases.

Category C diseases caused 13 deaths in June. Foot and mouth disease, influenza and infectious diarrhea were the most prevalent in this category, accounting for 92 percent of cases.

IPTV sees steady growth of user base in China

BEIJING, July 13 (Xinhua) — IPTV, or Internet Protocol TV, registered a steady growth of its user base in China last year, according to an annual report on the countrys radio and TV sectors.

Chinas IPTV subscribers hit 274 million in 2019, surging from 154 million a year earlier, said the report issued by the National Radio and Television Administration.

With the acceleration of Chinas cable TV network upgrade, the number of high-definition cable TV subscribers exceeded 100 million in 2019, up 9.16 percent year on year.

According to the report, digital cable TV subscribers nationwide hit 194 million last year.

Chinas 5G phone shipments grow in June

BEIJING, July 13 (Xinhua) — Shipments of 5G phones reached 17.51 million units in China last month, gaining a larger share of the mobile phone market, the latest data from the China Academy of Information and Communications Technology (CAICT) shows.

The figure accounted for 61.2 percent of the countrys total mobile phone shipments in June, up from 46.3 percent in May.

China saw the roll-out of 105 new 5G models in the first half of the year, with total shipments at 63.6 million units, according to the CAICT, a research institute under the Ministry of Industry and Information Technology (MIIT).

The shipment of 5G mobile phones in the Chinese market has seen explosive growth since the second half of 2019, and the building of 5G base stations is also booming, according to a June report by international consulting firm Deloitte.

As network coverage expands and the price of 5G smartphones drops, China is expected to see the first wave of 5G consumption boom as gadgets powered by the next-generation communication technology become the mainstream, the report said.

China will quicken the development of 5G network construction, with more than 600,000 5G base stations expected to be built nationwide by the end of 2020, according to the MIIT.

China grants foreign banks access to fund custody business

BEIJING, July 10 (Xinhua) — China will allow foreign banks to gain access to fund custody business in its market, as part of efforts to further open up the financial sector, the countrys securities and banking regulators said Friday.

Eligible Chinese branches of foreign banks will be able to apply for permits for fund custody business, according to the newly-revised fund custody rules jointly issued by the China Securities Regulatory Commission and the China Banking and Insurance Regulatory Commission.

Applicants should have sound internal control mechanisms and good business performance, with major indicators including the scale of fund custody business, profits and market share ranking among the top in the world in the past three years, according to the rules.

While allowing applicants to use performance indicators of their overseas headquarters, the rules also revised the bar for net assets to 20 billion yuan (about 2.86 billion U.S. dollars) for applicants.

The rules also specified that headquarters of foreign banks should bear civil liability for their Chinese branches and put in place a liquidity support mechanism commensurate with the scale of their fund custody business in China.

Over 8 bln U.S. dollars of foreign investment used in Chinas FTZs

BEIJING, July 10 (Xinhua) — Chinas 18 pilot free trade zones (FTZs) used a total of 60.25 billion yuan (about 8.61 billion U.S. dollars) of foreign investment in the first five months this year, the Ministry of Commerce (MOC) said Friday.

The 18 pilot FTZs have attracted 17 percent of the total foreign investment in China during the same period, yet they occupy less than 0.4 percent of the countrys land area, said MOC official Tang Wenhong at a press conference.

From January to May, 51.87 billion yuan of foreign investment was used by the oldest 12 pilot FTZs, set up before August 2019, up 18.4 percent year on year.

Chinas achievements in COVID-19 prevention and control have laid a solid foundation for a sound business environment, which has attracted these foreign-invested enterprises, Tang said.

A recent MOC survey shows foreign-funded enterprises believe that the top three strengths of the pilot FTZs are efficient government services, trade facilitation, and investment liberalization.

China has also unveiled its 2020 negative list for foreign investment in pilot FTZs, cutting the number of prohibited industries to 30 from 37, and it will take effect on July 23 to create a broader market for foreign-invested enterprises, Tang said.

Approved by the State Council in August 2019, six pilot FTZs were inaugurated in Shandong, Jiangsu, Guangxi, Hebei, Yunnan, and Heilongjiang, bringing the total number of the countrys pilot FTZs to 18.

China spreads reforms tested by pilot FTZs nationwide

BEIJING, July 10 (Xinhua) — A total of 260 reform measures experimented with at Chinas pilot free trade zones (FTZs) have been promoted across the nation in the past six years, the Ministry of Commerce (MOC) said Friday.

At local levels, 1,151 reform measures from Chinas 18 pilot FTZs have been adopted across the provincial-level regions where the pilot FTZs are located, said Tang Wenhong, director of the department of pilot FTZs and free trade ports of the MOC, at a press conference.

The promotion of reform measures has helped improve the business environment nationwide through raising awareness of reform, opening-up level and administrative efficiency, he said.

In the latest move, the State Council has decided to apply the sixth batch of measures tested by the pilot FTZs across the nation, said a circular issued Tuesday.
